The OCTO Strategic Programs Engineering Orchestration team drives customer-focused quality, resiliency, and operational excellence across Microsoft Cloud by transforming customer signals, risks, and service insights into scalable engineering action. Through cross-organizational orchestration, governance, and AI-enabled capabilities, we accelerate risk prevention, improve customer health, strengthen service resiliency, and enable consistent execution of Microsoft’s most critical strategic initiatives.



The Senior Technical Program Manager will lead strategic, cross-organizational Quality Excellence Initiative (QEI) programs focused on improving customer health, service resiliency, change management, and risk prevention across Microsoft Cloud. This role drives end-to-end program execution, governance, and engineering alignment to translate customer-impacting signals, outages, and risks into prioritized actions that reduce customer pain, prevent repeat incidents, strengthen operational excellence, and improve overall cloud quality outcomes.  The successful candidate will partner across engineering, service, and leadership teams to drive Quality Excellence Initiative (QEI) outcomes by defining quality priorities, translating customer and operational signals into actionable engineering investments, managing cross-service dependencies, and delivering scalable solutions that improve customer health, service resiliency, change safety, and risk prevention across Microsoft Cloud. The role requires strong technical acumen, analytical problem-solving skills, program leadership, and the ability to influence diverse stakeholders while driving clarity, execution, innovation, and measurable business impact.

Responsibilities

As a Senior TPM on our team, you will have a direct and clear impact on our products and customers.  In this role, you will work closely with talented engineering and data science teams, collaborating with a diverse set of stakeholders across Microsoft Cloud 


Our work has high visibility at the leadership level and ample opportunities to share our successes and receive support and guidance from them. The scope of responsibilities includes:

  • Lead strategic Quality Excellence Initiative (QEI) programs that improve customer health, service resiliency, change safety, outage prevention, and operational excellence across Microsoft Cloud.
  • Drive cross-organizational initiatives spanning engineering, service teams, and leadership stakeholders to identify, prioritize, and remediate the highest-impact customer and operational risks.
  • Translate customer-impacting outages, risks, and quality signals into clear engineering requirements, investment priorities, and measurable outcomes.
  • Define and operationalize scalable frameworks, governance models, and engineering processes that enable consistent adoption of QEI capabilities across services.
  • Partner with service teams to drive execution of risk mitigation plans, resiliency improvements, change management controls, and customer health initiatives.
  • Lead end-to-end program management for complex, multi-service initiatives, including planning, dependency management, milestone execution, and executive reporting.
  • Establish data-driven insights and success metrics that measure reductions in customer pain, repeat incidents, operational risk, and service disruptions.
  • Build strong partnerships across engineering, architecture, operations, and business organizations to align priorities, remove blockers, and accelerate delivery of quality outcomes.
  • Communicate progress, risks, recommendations, and business impact to senior leaders, ensuring transparency and accountability across QEI programs.
  • Champion continuous improvement by transforming lessons learned from outages, incidents, and customer feedback into systemic engineering and operational improvements

Qualifications

Required qualifications

  • Bachelor's Degree AND 4+ years experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience.
  • 2+ years of experience managing cross-functional and/or cross-team projects.

Preferred qualifications

  • Bachelor's Degree AND 8+ years experience engineering, product/technical program management, data analysis, or product development OR equivalent experience.
  • 6+ years of experience managing cross-functional and/or cross-team projects.
  • 1+ year(s) of experience reading and/or writing code (e.g., sample documentation, product demos).
  • Experience gathering business requirements and translating them into technical specifications, functional requirements, and actionable delivery plans.
  • Experience using data to drive decisions, measure outcomes, and influence business and technical stakeholders.
  • Demonstrated ability to communicate effectively with technical and non-technical audiences, including engineers, architects, business leaders, and support organizations.

Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $119,800 - $234,700 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $160,200 - $261,000 per year.
