Applied Research Solutions has an exciting new opportunity for a Senior Test Engineer to support the Aerial Networks Division (AFLCMC/HNA). Their primary mission is to acquires, fields, and sustains networks, integrated information systems, enterprise services, and applications to support the Global Information Grid (GIG) capabilities. These systems facilitate communication between land, naval, air, and space warfare forces. The Division develops capabilities for voice, video, and data networks focused on joint and coalition warfighter needs to enable worldwide net-centric operations. This effort includes developing technical strategies (tactical and strategic) to ensure near- and long-term integration with the DoD C3I infrastructure (space and terrestrial).  There are currently over 20 programs and projects, at stages ranging from early development to entering sustainment, with values ranging from under $1 million to over $1 billion. 

This is a full-time position located at Hanscom AFB, MA with the expectation of five days onsite.

Responsibilities:

 Duties include, but are not limited to: 

  • Develop, Plan, and Implement strategies to analyze and develop test results for complex system activities.
  • Prepare, maintain, update and review the full range of test plans and test-related (T&E Strategies, requirements and objectives) procedures.   
  • Prepare Test and Evaluation Master Plans (TEMPs), and monitor and review test events, analyses and reports.
  • Review and analyze design documentation including engineering drawings and specifications and apply engineering techniques and procedures to analyze and evaluate a specific problem, data or other features of the work which are broader in scope and complexity.
  • Provide T&E segments of acquisition documentation including specification and performance requirement compliance.
  • Support certification test activities (the collection of test data during rapid development and operational test events).
  • Manage and support training required to execute test activities and mentor other test managers.
  • Manage and support the execution of test cases, evaluations, and demonstrations.
  • Review and analyze engineering performance, technical analysis reports, engineering performance predictions, measure of effectiveness, measure of suitability and trade-off studies.
  • Other duties as required/requested by the Government.

Qualifications: 

Citizenship: Must be a US Citizen

Minimum Required Qualifications:

Clearance: Active Top-Secret clearance and SCI eligibility

Education:  Bachelor's degree in systems engineering, Engineering Management, Electrical Engineering (RF), or a related discipline

Years of Experience:  12 years of experience, 5 of which must be in the DoD

Test Management Experience:

  • Experience leading integration, verification, validation, and acceptance testing for networked systems.
  • Ability to own test strategy, planning, execution, reporting, and overall test procedures.
  • Ability to develop test strategies, master test plans, detailed test procedures, test objectives, schedules, and resource requirements.
  • Ability to lead personnel and coordinate activities across engineering, program management, operators, customers, and external organizations.

Tactical Communications Expertise:

  • Strong understanding of tactical communications architectures and their operational employment.
  • Working knowledge of RF communications, line-of-sight (LOS), beyond-line-of-sight (BLOS), SATCOM, tactical radios, mesh network radios, and waveforms.
  • Ability to understand the relationship between tactical communications systems, data links, gateways, and mission systems.

Tactical Data Link/Tactical Data Network Knowledge

  • Working knowledge of tactical data links/networks and their operational use.
  • Understanding of Link 16, JREAP, VMF, SADL or other relevant TDL technologies.
  • Ability to understand interoperability issues across multiple systems.

System-of-Systems Integration

  • Experience integrating and testing multiple systems, networks, communication systems, gateways, simulators, mission systems, and external interfaces.

Laboratory management

  • Understanding of lab infrastructure, communications equipment, test equipment, network architecture, and software/hardware configurations.
  • Ability to maintain lab readiness and support multiple concurrent test activities if necessary.

Technical Troubleshooting and Test Data Analysis

  • Sufficient technical depth to understand test failures.
  • Ability to analyze network/system behavior, logs, test data, and other available evidence.
  • Ability to distinguish between communications, network, configuration, interface, software, hardware, and application-related issues.
  • Ability to analyze and communicate test results, anomalies, limitations, discrepancies, and overall conclusions.

Leadership and Communication

  • Strong technical communication skills, including the ability to brief senior leadership on test status, readiness, risks, failures, and recommendations.
  • Ability to establish and maintain effective relationships with engineering, programs, customer and outside organizations.

All positions at Applied Research Solutions are subject to background investigations. Employment is contingent upon successful completion of a background investigation including criminal history and identity check.

The expected annual salary range: $150k - $170k. Salary is dependent upon the role and associated responsibilities, candidate's experience, and qualifications to include education/training, and key skills.
