Mind Computing is seeking a fulltime, 100% remote Product Owner / Business Analyst to support a project with the Department of Veterans Affairs (VA). The ideal candidate will serve as the bridge between business stakeholders and Agile delivery teams, translating business objectives and federal requirements into actionable product direction. This role will focus on product backlog management, user story development, stakeholder collaboration, and Agile delivery, with an emphasis on federal healthcare workflows, EDI transactions, interoperability standards, and SAFe/Agile methodologies while ensuring solutions meet security, accessibility, and compliance requirements.

The candidate must reside within the continental US.

Responsibilities:

  • Establish and maintain a product vision and roadmap aligned with agency mission, strategic objectives, and federal requirements.
  • Translate federal healthcare priorities, policies, and modernization initiatives into actionable product and backlog items (e.g., MISSION Act, VA Modernization, Interoperability Rules).
  • Ensure product direction aligns with enterprise architecture, data governance, and interoperability standards.
  • Own, manage, and prioritize the product backlog based on business value, compliance requirements, stakeholder priorities, and urgency.
  • Develop detailed user stories and acceptance criteria reflecting complex federal healthcare workflows, including referrals, scheduling, RFS, and EDI transactions.
  • Ensure backlog items meet Definition of Ready and Definition of Done requirements, including security and accessibility considerations.
  • Serve as the primary liaison between business owners, SMEs, clinical stakeholders, and technical delivery teams.
  • Manage stakeholder expectations and facilitate communication across business and technical teams.
  • Ensure product features and releases comply with HIPAA, Section 508 accessibility requirements, and agency specific security controls.
  • Coordinate with teams supporting related products and systems across the enterprise portfolio.
  • Ensure product capabilities support healthcare interoperability standards and workflows, including HL7, FHIR, and EDI 278/275/217 transactions.
  • Lead and participate in backlog refinement, sprint planning, sprint reviews, and release planning.
  • Review completed functionality against acceptance criteria and business requirements prior to release.
  • Coordinate with development, testing, security, and change management teams to ensure releases are fully tested, documented, and approved.
  • Identify opportunities to improve access to services, reduce administrative burden, and enhance overall service delivery.
  • Take on additional tasks and responsibilities as needed to support team objectives and ensure the success of the project.

Qualifications:

  • Bachelor’s degree in Computer Science, Information Technology, Business, or a related discipline.
  • Minimum of 8 years of professional analyst experience.
  • Demonstrated experience working as a Product Owner and/or Business Analyst within Agile delivery environments.
  • Strong experience with SAFe/Agile methodologies, including backlog management, user story development, refinement, sprint planning, and release planning.
  • Demonstrated expertise with EDI (Electronic Data Interchange) transactions, including hands on experience analyzing, interpreting, and validating EDI data within complex enterprise workflows.
  • Strong understanding of software development and product delivery processes, including requirements gathering, analysis, documentation, and validation.
  • Strong analytical and problem solving skills with the ability to evaluate complex business challenges and develop effective solutions.
  • Excellent verbal and written communication skills, with the ability to collaborate effectively with technical and non-technical stakeholders.
  • Ability to manage competing priorities and coordinate across multiple stakeholders and delivery teams.

Additional Qualifications:

  • Experience with SAFe/Agile.
  • SAFe Product Owner/Product Manager (POPM) certification preferred.
  • Experience supporting the Department of Veterans Affairs (VA) or other federal/government agencies.
  • Familiarity with HL7, FHIR, EDI 278/275/217, and healthcare integration workflows.
  • Experience working with HIPAA, Section 508, federal security controls, and government compliance requirements.
  • Ability to obtain government clearance.
