POSITION SUMMARY: The Human Resources (HR) Generalist will serve as the assistant to the Director of Human Resources, be an HR subject matter expert, and oversee various aspects of HR processes, including but not limited to employee relations, benefits management, employee onboarding and offboarding, and leave management for Thom Child and Family Services. The HR Generalist will serve as the first point of contact on HR-related issues within the organization, respond to strategic HR-related matters in the absence of the Director of Human Resources as needed, serve as the primary contact for benefits vendors, and provide the highest level of support to the HR/Payroll department staff, employees, and program directors.

POSITION RESPONSIBILITIES:
Supervisory Responsibility:
Responsible for the supervision and oversight of the HR Coordinator. This includes working closely with the HR Coordinator and other team members to ensure that the HR related tasks are completed in a timely manner, and review and resolve HR-related issues as they come up.
Oversight of the agency’s New Hire onboarding and Orientation:
- Maintain oversight of the agency's new hire onboarding by working with the HR coordinator and other HR/Payroll team members to ensure onboarding tasks are completed in a timely manner
- Oversee monthly new hire orientation by working in collaboration with the HR team members, the Training Department, and the Development Department.
- Work in partnership with Program Directors and the Director of Human Resources to identify HR-related training needs for new employees and supervisors and assist with the development and facilitation of the training.
Employee Relations and strategic partnership:
You will function as a strategic thought partner for the Director of Human Resources and the HR/Payroll Department, serve as the first point of contact for HR policies and procedures interpretation, employee concerns resolution, and work in collaboration with the Director of Human Resources to ensure compliance with organizational policies and legal regulations. Other duties include;
- Administer and manage the agency’s exit and employee engagement surveys, assist with results/data analysis to evaluate the organization’s workforce needs or shifts, and work with the Director of Human Resources to explore proactive solutions.
- Responsible for preparing and facilitating training for employees, supervisors, and program directors on HR related topics including workers’ compensation, unemployment, performance management, leaves, annual review, etc.
- Be a thought partner on the agency’s Talent management strategies and attend agency meetings relating to talent management.
- Assist with the analysis of HR metrics to inform business decisions, improve HR practices, and work with the Director of Human Resources to support HR initiatives that support the agency’s overall goals.
- Maintain up-to-date training and understanding of the current Human Resources Information System software (ADP Workforce Now) and provide support to team members, employees, and program directors as needed.
- Maintain an in-depth understanding of the agency’s policies and procedures as well as current employment-related regulations and policies.
- Mentor and assist with developing HR talent within the department, ensuring a legacy of strong HR processes and future leadership.
- Oversee unemployment claim processing by working in collaboration with HR team members to gather relevant unemployment information, respond to unemployment claims, and represent the agency in unemployment adjudication hearings.
Oversight of Benefits administration
Oversight of this function requires an in-depth understanding of benefits laws as well as an understanding of various benefits offered by Thom Child and Family Services. Additionally, you will function as a subject matter expert on benefits laws and regulations, maintain in-depth knowledge of the benefits offered by Thom Child and Family Services, and serve as the agency’s point person on benefits-related matters for the HR/Payroll team members, employees, and vendors. Other duties include:
- Work in coordination with the HR/Payroll team members to maintain employee records; administer benefit plans, such as health insurance, dental, FSA, 403B Retirement plan, and other agency optional benefits; and oversee employee benefits education and self-service capabilities via ADP and the agency’s internet.
- Work in partnership with the agency’s Payroll Administrator to process monthly benefits bill/invoice reconciliations and function as the point of contact on all benefits-related billing questions.
- Maintain all aspects of benefits, including:
- Maintain the paperwork needed for each benefit type.
- Oversee the work of HR/Payroll staff to ensure employees are enrolled in appropriate benefits
- Responsible for management and oversight of the agency’s annual open enrollment process and work in collaboration with the HR/Payroll team to ensure successful and smooth completion.
- Oversee the scheduling and facilitation of weekly employee benefit review meetings and oversee accurate tracking of benefits enrollments.
- Complete benefit tasks as needed (e.g., sending required documents to employees or vendors, filing, etc.), provide benefits support coverage, and manage HR/Benefits-related projects as needed.
Oversight of Leave administration:
Oversight of this function requires an in-depth and up-to-date understanding and application of various leave laws, including practical hands-on experience with the administration of leaves, including the Federal Family and Medical Leave (FMLA), the Massachusetts Paid Family and Medical Leave (MAPFML), Workers' Compensation absence, Long-Term Disability Leave, etc. Maintain oversight of the agency leave of absence programs, including but not limited to:
- Provide support to the HR Coordinator on complex leave issues and provide as-needed coverage for leave administration.
- Oversee the work of the HR Coordinator and ensure that leaves are administered in a timely manner and in accordance with applicable laws and regulations and agency policies.
- Provide coaching and training to program directors and supervisors on HR best practices relating to leave, disability, unemployment, and workers’ compensation.
- Process ADA accommodations and conduct preliminary fact-finding investigations regarding employee misconduct, harassment, etc.
Payroll Support:
- Provide payroll coverage support as needed by working with the Payroll Manager to prepare and transmit payroll on bi-weekly basis.
- Conduct payroll review to ensure payroll accuracy.
REQUIRED MUST HAVE KNOWLEDGE AND SKILLS:
- Effective communication and conflict resolution skills
- Proficiency with Microsoft Office Suite, with an advanced level of Microsoft Excel skills
- Skills in project management and cross-departmental collaboration
- A solid understanding and hands-on experience with HR processes, such as benefits administration, annual open enrollment management, and employee relations.
- A current understanding of various leave laws and hands-on practical experience with their applications/administration, including but not limited to FMLA, PFML (Massachusetts Paid Family and Medical Leave), LTD, Domestic Violence leaves, and other state or federally mandated leaves.
- An in-depth understanding of the FLSA standards and applications/implications.
- Adept at adopting agency policies and using Human Resources Information Systems (HRIS), preferably ADP WFN.
- Strong knowledge of current employment laws and regulations and state and federal annual reporting. Strong analytical and problem-solving skills
- Strong organizational skills and excellent attention to detail
- Knowledge of handling HR confidential and sensitive information.
QUALIFICATIONS:
- Bachelor's degree in Human Resources (preferred), Management, or Business Administration.
- Minimum of 10 years of progressive related experience in HR, Benefits Administration, and Leave Management.
- Experience supervising HR support staff is a must.
- Experience with ADP Workforce Now is preferred.
