Our Response & Reporting (R&R) Product organization is dedicated to developing and maintaining market-leading, mission-critical CAD and RMS software. These solutions are vital to public safety agencies, which depend on them daily to reduce response times, enhance first responder safety, and streamline essential workflows. Our ultimate goal is to empower public safety agencies to operate efficiently and effectively in their mission to keep communities safe.
Job Description

The product manager owns and champions the integration of sophisticated geospatial data and mapping capabilities within our mission-critical CAD and RMS platforms, ensuring dispatchers and field personnel have a seamless, high-performance 'common operating picture'.

The product manager analyzes the broader portfolio goals and market conditions to lay out a roadmap that is sustainable, differentiated, and delivers unique value, with a keen focus on integrating cutting-edge Artificial Intelligence (AI) and Machine Learning (ML) capabilities into our solutions. The role requires a champion of innovation, leveraging AI tools and methodologies to optimize the Software Development Life Cycle (SDLC) and product operations.

The product manager works in close partnership with the product owner in an external facing role, responsible for understanding the market, customers, competition, and go-to-market activities. The role of the product manager spans many activities from strategic to tactical and provides cross-functional leadership - bridging gaps within the company between different functions, especially between Development, UI/UX, Sales and Marketing, Deployment, and Support.

Responsibilities:

Product Strategy

The product manager is responsible to clearly articulate the business value to the product team so they understand the intent behind the new product or product release. They own the roadmap and must work with the product owner to define, prioritize, and build what matters. Primary responsibilities include:

  • Drive the product roadmap, prioritizing GIS features and AI-driven capabilities that provide a competitive advantage in public safety workflows.

  • Identify emerging market trends, specifically the application of AI and GenAI to enhance geospatial data provisioning and map maintenance.

  • Develop business cases for new initiatives, assessing ROI for AI/ML features that bridge the gap between core data models and spatial visualization.

Product Visioning

The product manager must have the ability to identify and understand customer needs and evaluate those against market size and demand to drive product offerings that will help public safety agencies improve their operations while delivering profitability and customer loyalty. Primary responsibilities include:

  • Curate and promote innovative AI/ML features that redefine public safety operations and deliver long-term customer loyalty.

  • Apply generative AI and machine learning to improve service efficiency and existing product profitability.

  • Solicit and integrate feedback from customers and field teams into the strategic planning process.

Product Development

In this role, the product manager is the bridge between the market, the user, and the engineering team. You will drive the end-to-end development lifecycle, ensuring that the team focuses on delivering high-impact, high-quality features that solve critical GIS and mapping challenges. Primary responsibilities include:

  • Manage the product roadmap, ensuring features are clearly defined, prioritized, and ready for decomposition. Partner closely with the Product Owner and Engineering leads to translate roadmap goals into actionable technical requirements and development.

  • Facilitate trade-off decisions between scope, schedule, and technical quality. Ensure the team maintains a healthy balance between new feature delivery, technical debt, and GIS performance optimization.

  • Partner with UI/UX and research teams to ensure the ethical, intuitive deployment of AI-powered features within high-stress, mission-critical environments.

  • Lead the integration of AI tooling into GIS development pipelines to automate geospatial data validation, maintenance, and quality assurance processes.

  • Act as the primary champion for the user experience during development, participating in sprint reviews and providing continuous feedback to ensure the final product meets the defined business outcomes.

Product Releases

Product managers must plan for what their teams will deliver and when they will deliver it. The product manager owns the release aspect of the product. Release responsibilities include managing features and dependencies in and across releases, product and support teams; and managing releases with phases and milestones. Primary responsibilities include:

  • Establish vision and goals for releases, including deployment and monitoring strategies for AI/ML model performance.

  • Track product success through KPIs, managing risks related to data integrity and AI fairness across multi-agency environments.

  • Coordinate GIS-specific release testing to verify mapping accuracy and cached service performance.

  • Work with enablement organizations to make products orderable and deliverable.

  • Define and support implementation of training, support and deployment requirements.

Go-to-Market Support 

Responsible for making product decisions and often acts as the lead resource for the rest of the organization when deep product expertise is required. This includes supporting the organizations that help bring the product to market and work directly with customers, including marketing, sales, training and support services. Primary responsibilities include:

  • Facilitate sales and channel training, including training on the value proposition of new AI capabilities.

  • Assist pre-sales with custom project requests.

  • Define and ensure implementation of go-to-market assets including demo environments, training materials, and presentations.

  • Demonstrate new pre-release features.

Qualifications:

  • BS/BA in GIS, Geography, Cartography, or an equivalent technical discipline.

  • 3+ years of professional experience in Product Management, ideally with a focus on GIS or location-based services.

  • Firm understanding of Product Management principles.

  • Agile/Scrum experience.

  • Excellent communication skills, both verbal and written are a necessity.

  • AI-Driven Product Management: Proven experience driving product strategy where AI concepts are translated into clear, measurable business value.

  • GIS Technical Expertise: Deep technical knowledge of GIS software, spatial data formats, and geodatabase architecture, specifically within the ESRI ArcGIS ecosystem.

  • Public Safety Domain Mastery: Solid understanding of public safety mapping workflows (routing, AVL, address/location services) and the ability to apply cartographic design principles to translate complex data into intuitive interfaces for high-stress environments.

  • Product Methodologies: Proficiency in Agile development practices and tools (Jira/Confluence); experienced in managing backlogs and translating roadmap goals into technical requirements.

  • Strategic & Interpersonal Leadership: Proven ability to build consensus among diverse, cross-functional stakeholders with a proactive, independent, and enthusiastic approach to solving complex problems.

  • Data & Market Literacy: Familiarity with Python scripting/data automation; skilled at analyzing market trends, financial data, and competitive intelligence to inform product direction.

This position is subject to working in high security areas governed by the US Department of Justice's "Criminal Justice Information Services (CJIS) Security Policy" and therefore requires successfully passing a more stringent fingerprint background check administered by Motorola Solutions Inc. customers.  

Target Base Salary Range: $101,000 - $135,000 USD
Consistent with Motorola Solutions values and applicable law, we provide the following information to promote pay transparency and equity. Pay within this range varies and depends on job-related knowledge, skills, and experience. The actual offer will be based on the individual candidate.
