Summary:
Responsible for oversight and production of opportunities from receipt of Request for Information (RFI)/Request for Proposal (RFP) through execution of signed contract and Change Orders. This includes but is not limited to:
Responsible for mentoring team and support/maintenance of SOPs, templates and tools
Responsible for effective evaluation of RFPs and RFIs for potential projects to ensure understanding of scope requested, working with cross functional stakeholders (including across business units) to complete
In collaboration with Legal, Finance and Leadership Team, negotiate and support execution of Letters of Intent (LOI) or Start-up Agreements (SUA), based on Client / organizational need.
Works closely with BD, Legal, Leadership Team, Operational team to execute contracts with clients for new projects
Responsible for understanding impact of changes to budget and scope of work and how those changes impact an executed contract to support development and execution of Change Orders
Assists in the creation of departmental processes related to but not limited to: Proposal development, RFI development, Change Order development, Contract development
Supports the continued evolution and optimization of the pricing tools, text tools and any other tools used by the department and broader teams for the development of proposals, change orders and contract budgets
Job Responsibilities:
Responsible for oversight and production of opportunities from receipt of RFI/RFP through execution of signed contract and Change Orders. As applicable (based on size of team), manages, mentors, and assigns duties to Commercial Operations Analysts/team as needed as well as solicits input and support from stakeholders across organization with regards to all assigned deliverables. These include Requests for Information (“RFI”), proposals, Start-up Agreements (“SUA”), Letters of Intent (“LOI”), contracts and Change Orders (referred to collectively below as deliverables). May support department initiatives as assigned by Sr. Director, Commercial Operations.
Responsible for the development of deliverables such as but not limited to RFIs, proposals, change orders, and contracts for complex and/or high-profile clients and/or urgent requests
Supports the achievement of company sales goals
Supports the training and onboarding of all new Commercial Operations employees and support onboarding of any cross-functional team members that interact as a part of their role with the Commercial Operations team in the development of deliverables, as required
Provides excellent customer service to all parties involved in the clinical study process
Reports to Senior Director, Commercial Operations, Tempus Compass. As appropriate and based on team size, may have direct line management responsibilities
Responsible for execution of process for deliverable development with input from stakeholders involved to ensure seamless development
Responsible for execution of process for contract development and finalization with input from stakeholders involved to ensure seamless development and execution of contracts for awarded opportunities
Analyzes deliverable requests and determines Client requirements and works closely with stakeholders to ensure adherence to the signed contract/Scope of Work and previous Change Orders to ensure that changes are warranted, defendable and sensible
Ensures that all deliverables are reviewed for quality and completeness, performing this task or delegating as appropriate
Works with the Client, Internal Counsel, Project Manager, Finance and Leadership Team as needed to help produce a contract for each project

Supports regular reporting of proposals and contracts metrics to Leadership team as appropriate.
Identifies and implements process improvements within the department
Works with all members of the cross-functional team to assure a positive work environment.
Assist Senior Director, Commercial Operations with maintenance of Commercial Operations templates
Maintain tracking of proposals in Commercial Operations Workload tracking tool
Serve as back-up to team members when requested
Trains new team members as required

Minimum Qualifications:
Minimum of ten (10) years of demonstrated experience in proposals, budget and contract development in a clinical research environment such as a CRO or pharmaceutical company, or equivalent experience.
Minimum of five (5) years of demonstrated experience working with all levels of management and staff within pharmaceutical and/or biotechnology companies, or equivalent experience.
Excellent verbal and written communication skills with all levels of staff, including Leadership team, and with Clients
Demonstrated ability to use high level of tact, diplomacy, and empathy/understanding in a dynamic environment across multiple cultures
Demonstrated ability to use a high level of independent judgment and discretion when handling sensitive and confidential matters
Ability to build strong relationships and liaise across department/functional areas
Excellent planning and organizational skills
Excellent ability to perform multiple tasks and address competing priorities effectively and efficiently with minimal supervision while meeting deadlines
Working knowledge of MS Word, Excel, PowerPoint
University/college degree from an appropriately accredited institution
Preferred Qualifications:
Oncology-focused CRO experience in proposals development and management
Small to mid-size biotech-focused CRO experience in proposals development and management
Strong and positive working relationship experience with Business Development team
Illinois Pay Range: $120,000-$170,000
The expected salary range above is applicable if the role is performed from Illinois and may vary for other locations (California, Colorado, New York). Actual salary may vary based on qualifications and experience. Tempus offers a full range of benefits, which may include incentive compensation, restricted stock units, medical and other benefits depending on the position.
