Job Summary & Responsibilities

Program Management and Leadership

  • Works to help BPHC advance as an antiracist organization by meeting or exceeding the standards set by the BPHC Anti-Racism Policy.
  • Responsible for the clinical management and supervision of the Transitions TSS Program, a short-term residential substance use disorder (SUD) treatment program for adults in early recovery. 
  • Strong commitment to the BPHC mission and Recovery Services Bureau (RSB) shared philosophy of substance use disorders and treatment models. 
  • Responsible for the design, implementation, and oversight of clinical services and treatment at Transitions Program, including, but not limited to, planning and development, programmatic policies and procedures, treatment protocols and clinical documentation. 
  • Assists the Program Director in the implementation of systems to ensure program’s compliance with state licensing and federal regulations, and all reporting requirements and evaluation.
  • Lead the clinical team to develop, plan, evaluate and report on goals, objectives and outcomes for the program.  
  • Works in a confidential capacity with Program Director and meets regularly with supervisor regarding all aspects of program operations, including but not limited to matters pertaining to program staff and other confidential matters.
  • Oversees the management of program environment, ensuring clients’ safety.
  • Participates in On Call rotation by phone as scheduled.
  • Works in a confidential capacity. Operates independently. Uses independent judgment and discretion to make decisions affecting the department and staff as it relates to unit operations/services and BPHC policy.
  • Supports Program Director in all Infectious Disease related protocols and procedures as mandated by the city and state at Transitions with staff, residents, vendors, providers, and family members, especially as it relates to clinical services.

 

Supervision

  • Provides individual and facilitates staff meetings, group supervision to assigned staff, including but not limited to clinicians, case managers, clinical interns, and support staff.
  • Responsible for assessing training needs of staff and identifying training opportunities to enhance skills of staff. Develops/maintains an organizational culture that fosters staff professional development and provides adequate clinical supervision and support.
  • Facilitates healthy team development and skill building integral to the delivery of clinical services.
  • Oversees appropriate record-keeping and ensures completion of all clinical documentation. Conducts weekly and monthly clinical chart reviews to ensure the delivery and documentation of high-quality clinical services paying special attention to assessments, individual treatment plans and timely clinical documentation.
  • Makes and recommends personnel decisions regarding program, including but not limited to promotion, transfer and assignment of staff, and imposition of discipline. 

 

Clinical Responsibilities

  • Works with interdisciplinary team to provide clients with comprehensive substance use disorder treatment, health, mental health, case management services
  • Oversees development/implementation of evidenced based practices and curricula related to substance use disorder, mental health, trauma, and life-skills. 
  • Develops and manages the clinical group schedule. Including ensuring adequate service delivery. Facilitates at least one group per week.
  • Coordinates all mental health assessment and referral services for clients who have complex mental and physical health needs including referrals to psychiatric care and providing follow-up on hospitalized clients to coordinate appropriate discharge plans.
  • Identifies high-risk behaviors in clients, provides crisis intervention and ongoing clinical support.
  • Provides clinical consultation for program staff including the case managers, clinicians, admissions department, direct care staff, etc. including risk assessments, mandated reporting, etc. 

 

Community Partners

  • Collaborates with external social services agencies and acts as liaison to hospitals, mental health facilities and inpatient/outpatient programs.
  • Functions as the primary contact for vendors, volunteers, etc. that provide group facilitation services and provides support to these efforts as needed
  • Performs other duties as assigned.

Preferred Qualifications
  • Knowledge of or willingness to learn about the role of public health in addressing racism, the social determinants of health, and inequities in health outcomes as well as strategies to advance racial justice and health equity.
  • Master’s degree required with LCSW, LICSW or LMHC required.
  • Supervisory experience required. Minimum 2 yrs experience in supervising the provision of clinical services to adults in outpatient or residential settings.
  • Ability to formulate, interpret and evaluate theoretical knowledge of substance use disorder and related issues such as co-occurring mental health disorders and translate them into practical application in residential treatment settings.
  • Demonstrated knowledge of gender and cultural issues pertinent to substance use disorder, treatment, and the recovery process
  • Bilingual-bicultural (Spanish & English) preferred.
