The ideal candidate brings both strategic vision and hands-on HR leadership experience, with the ability to move seamlessly between long-term planning and operational execution. This individual will be a visible and approachable leader who can build strong relationships across the organization while driving initiatives that support growth, accountability, inclusion, and employee well-being.

Qualifications

  • Bachelor’s or Master’s degree in Human Resources, Organizational Development, Business Administration, or a related field
  • Minimum of 10 years of progressive HR leadership experience, including experience leading both strategic initiatives and operational HR functions

  • Strong working knowledge of employment law, HR compliance, employee relations, and HR best practices
  • Experience developing and implementing HR policies, programs, and organizational initiatives
  • Knowledge of employee benefits administration and strategy
  • Experience with HRIS systems and leveraging technology to improve HR processes and employee access to information
  • Exceptional communication, relationship-building, and problem-solving skills
  • Commitment to fostering a diverse, equitable, and inclusive workplace culture

Key Responsibilities

  • Serve as a strategic member of the leadership team, contributing to organizational planning, culture, and agency-wide initiatives
  • Lead and support the Human Resources team while maintaining involvement in key operational and employee-related matters
  • Foster a culture of excellence, accountability, engagement, and continuous improvement across the organization
  • Partner with leadership and managers on workforce planning, recruitment, retention, employee engagement, and performance management strategies
  • Oversee employee relations matters, including coaching, investigations, conflict resolution, and complex personnel issues
  • Ensure compliance with employment laws, regulations, and agency policies across all locations
  • Oversee HR operations including policies, employee communications, personnel records, HR reporting, handbook management, and compliance documentation
  • Lead initiatives focused on onboarding, employee development, succession planning, training, and retention
  • Support and enhance employee recognition, communication, and culture-building efforts across the agency
  • Oversee employee benefits programs and retirement plan administration in partnership with brokers and external partners
  • Utilize HR technology and systems to improve efficiency, communication, and employee experience
  • Manage department budgeting and resource planning
  • Provide leadership updates and guidance to executive leadership, committees, and the board as needed
  • Travel regularly to agency offices and program locations to maintain visibility and connection with employees and operations

This is an excellent opportunity for a people-centered HR leader who enjoys balancing big-picture strategy with meaningful operational involvement and wants to make a lasting impact within a mission-driven organization.

What you need to know about the Boston Tech Scene

Boston is a powerhouse for technology innovation thanks to world-class research universities like MIT and Harvard and a robust pipeline of venture capital investment. Host to the first telephone call and one of the first general-purpose computers ever put into use, Boston is now a hub for biotechnology, robotics and artificial intelligence — though it’s also home to several B2B software giants. So it’s no surprise that the city consistently ranks among the greatest startup ecosystems in the world.

Key Facts About Boston Tech

  • Number of Tech Workers: 269,000; 9.4% of overall workforce (2024 CompTIA survey)
  • Major Tech Employers: Thermo Fisher Scientific, Toast, Klaviyo, HubSpot, DraftKings
  • Key Industries: Artificial intelligence, biotechnology, robotics, software, aerospace
  • Funding Landscape: $15.7 billion in venture capital funding in 2024 (Pitchbook)
  • Notable Investors: Summit Partners, Volition Capital, Bain Capital Ventures, MassVentures, Highland Capital Partners
  • Research Centers and Universities: MIT, Harvard University, Boston College, Tufts University, Boston University, Northeastern University, Smithsonian Astrophysical Observatory, National Bureau of Economic Research, Broad Institute, Lowell Center for Space Science & Technology, National Emerging Infectious Diseases Laboratories
