About the role
Concept Plus is seeking a Technical Lead / Solution Architect to provide senior technical leadership for client IT systems development and operations. This role requires knowledge and understanding of client IT processes and technology stack (DevSecOps CI/CD, Cloud One, Oracle, Java). Client systems are deployed in classified and unclassified environments in DISA and Cloud. The Technical Lead provides thought leadership in modernizing and enhancing client systems and serves as a primary interface with the customer. The Technical Lead manages the capability delivery teams including development Scrums, Cloud Engineering, and DevSecOps Platform.
What you'll do
- Leading operations of client systems implementation, maintaining interfaces with trading partners, developing and modernizing capabilities, resolving Tier 2/3 Help Desk tickets.
- Optimizing DevSecOps practices and tools to automate the CI/CD pipeline including code repositories, automated regression testing and code verification, configuration management, and code migration across multiple environments to reduce inefficient and error-prone manual processes and increasing software delivery velocity and quality without increasing cost.
- Managing resources and priorities between operating production on-premises, refactoring the baseline for environments operating on the Cloud platform, and supporting Cloud Migration activities and transforming to a “Cloud native” capability.
- Managing and reducing technical debt while delivering new capabilities that interoperate with the baseline and do not introduce security or audit risk.
- Providing tools and environments that are secure, scalable and maintainable.
- Improving data quality, integrity, and security when exchanging data with trading partners and migrating data from legacy systems to minimize operational impacts due to data availability delays and system errors associated with data conflicts.
- Addressing cross-team dependencies in a multi-vendor environment without a negative impact to planned objectives and priorities (i.e. decrease dependencies without a negative impact to performance, quality, reliability, and sustainability).
- Leading technical architectural design reviews and ensuring solution integrity.
- Developing and overseeing strategies for scalable and secure interface development and management.
- Driving technical innovation, evaluating emerging technologies, and championing the adoption of modern solutions.
Required Qualifications
- US Citizen
- 10+ years of experience leading enterprise-level IT programs for the DoD.
- Bachelor’s degree in IT, Engineering, Computer Science, or a related field; master’s degree preferred.
- Demonstrable experience leading technical teams and architecting solutions within an Agile and/or SAFe environment.
- Experience leading or architecting the migration of large, complex systems to a DoD-approved cloud environment (e.g., AWS, Oracle Cloud).
- Experience architecting and managing complex system integrations, including a large number of external interfaces and data exchange in a multi-vendor environment.
- Familiarity with DoD cybersecurity mandates (RMF, STIGs).
Preferred Qualifications
- Experience managing 20+ FTEs.
- Familiarity with DoD software acquisition pathways (SWP).
- While a master’s is preferred, relevant professional certifications could be listed as desirable (e.g., SAFe certifications, Cloud Architecture certifications, PMP, Oracle Air Force systems certifications).
