The Energy, Infrastructure, and Automation (EIA) Business Area within our Commercial & International Sector is seeking a Subcontracts Specialist to manage supplier and subcontractor relationships that drive performance across high-impact commercial programs.

In this role, you’ll be a key contributor to the success of dynamic infrastructure and energy-focused projects, from pre-award strategy through contract closeout. You’ll collaborate across multiple teams to ensure subcontract activities are efficient, compliant, and aligned with both business objectives and customer needs.

Primary Responsibilities:

Develop, negotiate, and administer a variety of subcontracts supporting commercial energy, infrastructure, and automation programs.

  • Draft and execute Non-Disclosure Agreements (NDAs), Teaming Agreements, and Statements of Work (SOWs)
  • Create and manage Requests for Proposals (RFPs) in line with Leidos policies and customer requirements
  • Evaluate supplier proposals, conduct pricing analysis, and participate in contractor selection
  • Lead contract negotiations on pricing, terms, and risk allocation
  • Collaborate with program managers, engineering, legal, finance, and business development to support both proposal efforts and project execution
  • Monitor subcontractor performance, ensure compliance with contractual requirements, and manage any scope, schedule, or cost changes
  • Perform subcontract closeout activities and maintain accurate and auditable files
  • Identify risks and proactively contribute to mitigation planning

Preferred Qualifications:

  • Familiarity with government contracting compliance, including ITAR and EAR
  • Experience using Deltek Costpoint or other enterprise resource planning (ERP) systems
  • Industry certifications such as CPSM, CFCM, CPCM, or PMP
  • Experience in subcontract management in both federal and commercial environments
  • Understanding of contract risk assessment and mitigation strategies
  • Demonstrated success in building cross-functional relationships and managing supplier performance

Pay Range:Pay Range $57,850.00 - $104,575.00
