The Tech Program Manager II leads complex, multi workstream programs that deliver strategic business outcomes, ensuring alignment to scope, schedule, budget, and standards while coordinating teams, mitigating risks, and driving execution across the program lifecycle.
This role ensures strategic initiatives deliver measurable business outcomes through disciplined coordination, governance, and execution.
Our flexible/hybrid work schedule includes 3 in-person days at one of our core locations. Our core office locations include Chicago, IL, Salisbury, NC and Quincy, MA.

Duties & Responsibilities:
- Shape and lead program strategy, scope, and success criteria in collaboration with senior stakeholders.
- Manage multiple interdependent projects, ensuring alignment to business priorities and enterprise delivery standards.
- Oversee program planning, resource coordination, financials, timelines, risks, and dependencies.
- Drive cross functional alignment and facilitate informed decision making across governance levels.
- Evaluate program level risks and implement mitigation strategies to ensure successful execution.
- Provide clear, timely communication of progress, issues, and recommendations to executives and sponsors.
- Ensure compliance with SDLC/IDLC processes and delivery governance.
- Manage external partner performance and contracts supporting program delivery.
- Guide continuous improvement and adoption of modern delivery practices across teams.
- Drive resource estimates by partnering with solution and application owners for complex, large - scale programs.
- Build and manage program - level financial forecasts across all workstreams.
- Monitor actuals and variances, providing root - cause insights and mitigation plans to maintain financial targets.
- Track and report program financials, flagging risks such as invoicing issues or other emerging concerns.
- May be called upon to support critical escalations and must be available during urgent IT incidents as needed.
Qualifications:
- Bachelor's degree or equivalent years of work experience.
- 10+ years of project/program management or delivery leadership experience.
- Demonstrated success leading complex, multi-team initiatives.
- Strong stakeholder engagement, communication, and risk management skills.
- Proficiency with delivery methods (Waterfall, Agile, hybrid) and lifecycle frameworks (SDLC/IDLC).
- Demonstrated expertise in financial management and reporting for large, complex programs with multiple projects and workstreams.
Preferred Qualifications:
- Certification in project or program management (e.g., PMP, PgMP, SAFe).
- Experience with large enterprise transformations or matrixed organizational environments.
