- Support end-to-end execution of international defense programs while ensuring compliance with applicable contract requirements, ITAR, EAR, Foreign Military Sales (FMS), and other U.S. export control regulations.
- Serve as the primary liaison among U.S. Government customers, foreign military partners, commercial suppliers, and cross-functional internal teams to support successful program execution.
- Develop and manage integrated master schedules, budgets, risk mitigation plans, and contract deliverables to ensure program objectives are achieved within cost, schedule, and quality requirements.
- Support Submarine Industrial Base (SIB) and AUKUS initiatives by collaborating with industry partners, suppliers, and stakeholders to enhance industrial capacity, workforce capability, and mission readiness.
- Prepare and deliver executive-level briefings, program status reports, and other customer-facing deliverables.
- Support workforce planning and staffing activities necessary to meet program requirements.
- Monitor program performance, identify risks, and recommend corrective actions to ensure successful execution.
- Maintain effective coordination with engineering, legal, compliance, supply chain, and other internal stakeholders throughout the program lifecycle.
- Travel periodically to Washington, D.C., and other customer or partner locations as required.
- Perform other duties as assigned.
- Bachelor's degree in Business, Engineering, Supply Chain Management, Program Management, or a related field.
- Minimum ten (10) years of progressively responsible experience supporting defense acquisition, program management, submarine, shipbuilding, manufacturing, or related industries.
- Minimum five (5) years of experience supporting Foreign Military Sales (FMS) programs.
- Demonstrated knowledge of International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), AUKUS-related defense initiatives, and other applicable export control regulations.
- Experience supporting the execution of complex international defense programs, including schedules, budgets, risk management, stakeholder coordination, and program reporting.
- Strong leadership, organizational, analytical, written, and verbal communication skills.
- Ability to build and maintain effective working relationships with U.S. Government customers, international partners, suppliers, and cross-functional teams.
- U.S. Citizenship required due to government contract requirements.
- Active DoD Secret security clearance or the ability to obtain and maintain one.
- Active Project Management Professional (PMP) certification.
- Experience supporting the U.S. Department of Defense (DoD), U.S. Navy, Naval Sea Systems Command (NAVSEA), or other U.S. Government defense organizations.
- Experience supporting international defense programs involving allied governments or foreign military organizations.
- Experience supporting U.S. prime shipbuilders, defense suppliers, and industrial base or manufacturing initiatives related to submarine or naval programs.
- Familiarity with the Defense Federal Acquisition Regulation Supplement (DFARS), Federal Acquisition Regulation (FAR), and additional U.S. Government acquisition and export control frameworks.
- Prior military service or experience with a defense contractor.
- Master’s degree in engineering, Supply Chain Management, Business Administration, Program Management, or a related discipline.
