About the Role:
We are seeking a Senior HR Onboarding & Compliance Specialist to elevate our candidate and new hire experience while driving our background screening, adjudication, and onboarding operations. Operating at the intersection of regulatory compliance, operational rigor, and tech innovation, you will act as the key Onboarding Subject Matter Expert for the organization.
In this role, you will manage the end-to-end execution of background check adjudication (including criminal history, employment and education verifications and credit checks), enforce I-9 compliance, and partner cross-functionally to build scalable, AI-enhanced onboarding processes.

What You'll Do:
Background Check & Adjudication Management
- End-to-End Screening Operations: Initiate, track, and oversee background check investigations, including criminal history (federal and county court searches), SSN trace, employment verifications, education verifications, and credit checks.
- Adjudication & Individualized Assessments: Meticulously review completed background reports and conduct individualized assessments, including direct candidate outreach in alignment with EEOC guidance, FCRA regulations, company policy, and state/local Fair Chance laws.
- Adverse Action Process: Execute the pre-adverse and adverse action notice workflow, handle candidate dispute resolutions, and partner closely with internal stakeholders on complex or high-risk compliance findings.
- Confidentiality & Stakeholder Communication: Maintain strict confidentiality while effectively balancing communication with key stakeholders regarding candidate eligibility, escalation outcomes, or potential delays in start dates due to compliance requirements.
Onboarding Excellence & Compliance
- Onboarding Subject Matter Expert: Serve as the go-to resource for onboarding activities, providing education, guidance, and support to Talent Acquisition, hiring managers, HRBPs, cross-functional partners (including Talent Development, IT and Workplace Services), and new hires.
- Candidate & New Hire Journey: Cultivate a positive, engaging experience for new hires from initial offer acceptance through successful onboarding, facilitating the completion of onboarding forms, supporting administrative aspects of the onboarding process, and helping new hires seamlessly integrate into the company culture.
- Data Hygiene & Audits: Oversee Form I-9 verification and E-Verify processes. Conduct regular audits of employee files, resolve discrepancies, and maintain pristine records in compliance with federal guidelines and company retention policies.
- Cross-Functional Collaboration & Process Optimization: Partner closely with Talent Acquisition, People Operations, HRBPs, IT, and Finance to streamline handoffs. Identify process bottlenecks and implement AI-powered solutions and automation scripts to update, simplify, and scale onboarding workflows.
What You'll Bring:
- Experience: 5+ years of corporate HR experience in People Operations, Talent Operations, or HR Shared Services, with demonstrated expertise in background check adjudication, FCRA compliance, and onboarding.
- Education: Bachelor’s degree in Human Resources, Criminal Justice, or a related field, or equivalent experience.
- Critical Judgment & Problem Solving: Elevated capability to exercise independent judgment to resolve complex compliance issues, interpret complex regulations, and recognize when to escalate to leadership.
- Regulatory & Adjudication Knowledge: Proven ability to interpret complex regulations, with deep knowledge of FCRA, EEOC criminal record guidance, local Fair Chance Hiring ordinances, and Form I-9/E-Verify rules.
- Tech & AI Literacy: Working knowledge of ATS and HRIS platforms (e.g., Jobvite, UltiPro/UKG) and background screening platforms (e.g., First Advantage, Sterling); proficiency in Google Workspace, and familiarity with AI/automation tools (e.g. Gemini, Glean, Apps Script) to drive process efficiency.
- Communication & Discretion: Exceptional written and verbal communication skills, with the empathy and poise required to conduct sensitive individualized assessment interviews and handle adverse decisions.
