Torch Technologies has an exciting opportunity for a Senior Cost Analyst to support the Air Force Life Cycle Management Center/PEO Digital Directorate (AFLCMC/HB) at Hanscom AFB, MA. The Air Force Program Execution Office for PEO Digital (AFPEO/HB) has the collective Air Force Materiel Command (AFMC) mission responsibility to manage and execute the modernization, development, testing, production, fielding, and sustainment of the PEO Digital portfolio, which includes over 130 programs for the United States Air Force (USAF) and foreign allies. AFLCMC/PEO Digital Directorate is headquartered at Hanscom Air Force Base, MA with geographically separated operating units CONUS and OCONUS.
As a Senior Cost Analyst your duties will include the following, but are not limited to:
Utilize cost estimating methods such as analogy, engineering/scientific methodology, and extrapolation
Analyze how various factors influence the full lifecycle cost of weapon systems
Evaluate cost elements for projects of limited scope
Conduct Earned Value Management (EVM) analysis on contractor financial data to assess cost/schedule viability
Perform analytical processes including problem setup, data collection/reduction, data display, and drawing mathematical conclusions
Provide pricing support services across the acquisition lifecycle: development, award, management, and closeout
Draft pricing briefings, correspondence, and agency pricing reports
Assist in developing cost evaluation criteria and tracking pre-award milestones
Support cost proposal evaluations during source selection
Generate pricing documentation, spreadsheets, and evaluations of technical proposals
Assist in discussions and communications with offerors regarding pricing
Prepare pricing-related documents in response to protest actions or claims
Access and analyze organizational pricing databases
Required Qualifications:
U.S. Citizen
Bachelor’s Degree in a related field and 12 years of directly related experience, five (5) of which must be in the DoD OR,
5 years of directly related experience, eight (8) of which must be in the DoD
Strong understanding of DoD budget cycles including planning, programming, justification, and execution
Proficiency in quantitative analysis and calculus
Cost estimating methodologies
Earned Value Management (EVM)
Data analytics and modeling
Pricing and financial analysis
MS Excel and pricing tools
DoD acquisition lifecycle and documentation
Strong communication and briefing ability
Team collaboration and stakeholder coordination
Analytical thinking and problem solving
Attention to detail under tight deadlines
Must have an active Secret clearance.
Must maintain clearance at required level.
Schedule: (M-F; 8-5)

Salary Range: $115K to $135K
