BerryDunn is seeking a Senior Consultant with experience in human services programs to join our State Government Practice Group, focused on serving as the Human Services Business Operations Lead on the Guam engagement and serving as a subject matter expert (SME) to support other state Health and Human Services (HHS) agency clients. As a Senior Consultant, you will have the right mix of demonstrated human services program experience, exceptional organizational, project management, and self-management qualities, strong leadership and client-facing capabilities, and effective written and verbal communication skills.

You will have 8+ years of experience working with and/or for state government agencies responsible for human services programs (e.g., Supplemental Food Assistance Program [SNAP], Temporary Assistance for Needy Families [TANF], Child Support, and Child Care), and you will be comfortable working in many different environments within state government.

You will provide human services program subject matter expertise on BerryDunn projects with teams consisting of project managers, business analysts, and technical analysts. You will be responsible for leading implementation of new federal regulations and waivers, leading development of project artifacts, monitoring corrective action plans, continuous quality improvement, identifying the need for staff aids and training, and informing the development of business processes and standard operating procedures. You will also be responsible for supporting the implementation of new technology. Experience with public health programs and policies, business development (e.g., writing proposals), project management, and staff development is a plus.

Human services program experience is required, and the right candidate will be comfortable working with clients on human services projects and have the flexibility to work Guam hours supporting the client from 8 am to 12 pm Tuesday through Friday Chamorro Standard Time (ChST). You will be based in one of our physical office locations or remotely, and you will report to the HHS Practice Area Lead Principal.

Travel Expectations: Travel can range up to 50% depending on client and project needs and could be over long distances and multiple time zones.

You Will
  • Serve as a subject matter expert related to human services programs on BerryDunn projects providing services for state HHS agency clients
  • Understand human services and public health federal regulations
  • Lead the human services business operations team assigned to the Guam Department of Health and Human Services engagement
  • Lead and support delivery of services to clients on time and within budget, including assigning and managing staff and overseeing development of deliverables
  • Report on project status (written and verbal)—including risks and issues—to different audiences, including client executive leadership
  • Inspire and motivate the project teams you lead, and serve as a trusted advisor to clients
  • Facilitate meetings and interviews with client stakeholders with confidence and professionalism
  • Maintain a strong focus on providing high quality services and deliverables, in adherence with BerryDunn's Consulting Quality Management Program
  • Play a role in developing staff; contribute to maintaining and building a positive, fun, and innovative HHS team culture; and participate in and/or lead training and other learning and development activities
You Have
  • A bachelor’s degree in a human services, public health, or social services related field, or equivalent work experience
  • 8+ years of experience working with and/or for state government agencies
  • Knowledge of state government human services programs, services, and policies
  • A strong customer focus 
  • Demonstrated experience leading project teams
  • Experience in and a desire to coach and mentor junior team members
  • An ability to balance strong attention to detail with a focus on the bigger picture
  • Effective project management and organizational skills, and the ability to remain calm and focused during busy or challenging times
  • Excellent written communication skills, including documenting complex issues succinctly and logically
  • Excellent verbal and presentation skills, including articulating complex issues to a variety of audiences
  • The ability to balance multiple assignments and achieve quality results in a timely manner
  • The ability to create and sustain positive working relationships with staff and diverse constituencies and to work independently as well as collaboratively
  • Microsoft (MS) Office suite skills and experience, including MS PowerPoint, Project, Visio, and Excel
Compensation Details

The base salary range targeted for this role is $120,000 - $140,000.  This position may also be eligible for a discretionary annual bonus based on factors such as company and personal performance.  This salary range represents BerryDunn’s good faith and reasonable estimate of the range of possible compensation at the time of posting. If an applicant possesses experience, education, or other qualifications more than the minimum requirements for this posting, that applicant is encouraged to apply, and a final salary range may then be based on those additional qualifications; compensation decisions are dependent on the facts and circumstances of each case. The salary of the finalist selected for this role will be based on a variety of factors, including but not limited to years of experience, depth of experience, seniority, merit, education, training, amount of travel, and other relevant business considerations.
