Job Summary

Aptive Resources is seeking a Project Manager with an active PMP certification and experience successfully managing a large-scale program encompassing multiple projects. In this role you will run delivery for a fully remote team supporting the Veterans Health Administration’s National Artificial Intelligence Institute — managing sprint cycles across six concurrent workstreams, keeping a heavy deliverable schedule on cadence, and serving as the single contractor point of contact to the government for day-to-day performance. This full-time position is remote. This is a contingent hire position.

Primary Responsibilities
  • Serve as the single contractor point of contact with and for VHA requests for subject matter expert support and any matter related to contractor performance, reporting to the Contracting Officer’s Representative.
  • Develop and deliver the contract kickoff package within 10 business days of contract start, and the closeout package no later than 10 business days before contract end.
  • Organize and track six concurrent project workstreams, delivering summary reports to the government every two weeks.
  • Plan, coordinate, and track sprint cycles across the AI inventory, risk management, oversight, strategy, and field operations workstreams.
  • Manage labor assignment coordination across the delivery team, including the contractor staff roster and background investigation status tracking, with roster updates provided to VA within one business day of any change in employee status.
  • Manage the program deliverable schedule against a high-volume calendar spanning more than twenty distinct deliverables across six workstreams.
  • Provide project management support to five field-based pilot AI project development teams under the field operations workstream.
  • Support the qualitative and quantitative evaluation of program implementation.
  • Identify, track, and escalate risks and issues, and drive them to resolution with the government team.
  • Maintain program compliance artifacts, including government-furnished equipment tracking in the monthly status report and timely completion of security forms and required training.
Minimum Qualifications
  • Years of experience: 4 years minimum of project management experience. Preferred: eight or more years, including four or more on technical, artificial intelligence, or health IT projects.
  • Required experience: Experience successfully managing a large-scale program encompassing multiple projects, with a total lifecycle budget and complexity comparable to this program. Such experience should include planning, initiating, managing, executing, and closing out programs in support of an agency’s mission.
  • Degree: BA/BS in Business, Health Administration, Information Systems, or a related field. Master’s degree preferred.
  • Licensure/certifications: Active Project Management Professional (PMP) certification required, or a project management certification similar in quality accompanied by a minimum of four years’ experience supporting a large corporation or government agency, preferably a large health care organization. SAFe or Certified ScrumMaster certification preferred.
  • Work location: Work is performed at the contractor’s site and no travel is anticipated.
  • Clearance: None required. Must be able to obtain and maintain a favorably adjudicated Tier 1 / National Agency Check with Written Inquiries (NACI) background investigation in accordance with VA Handbook 0710. Must complete VA Privacy and Information Security Awareness and Rules of Behavior training (TMS #10176) prior to system access and annually thereafter.
  • Citizenship: Must be authorized to work in the United States. All work must be performed within a jurisdiction subject to the law of the United States or its territories.
Desired Qualifications
  • Demonstrated experience managing a fully remote, geographically distributed delivery team.
  • Fluency in Agile and SAFe delivery practice, including sprint planning, backlog management, and iterative deliverable review.
  • Experience delivering work on large federal health IT contract vehicles strongly preferred.
  • Experience developing kickoff and closeout packages and running formal deliverable acceptance cycles under a government quality assurance surveillance plan.
  • Working knowledge of program evaluation methods, both qualitative and quantitative.
  • Comfort operating as the accountable point of contact to a government customer under a firm fixed price structure.
  • Ability to get up to speed quickly on complex issues; desire to work in a fast-paced, rapidly evolving environment.
  • Capable self-starter with a drive to get all types of work done and high attention to detail.
  • Outstanding written and verbal communications skills.
  • Knowledge of military and Veteran populations.
