Job Title: Project Manager


We are seeking an experienced Project Manager to support the VA's AI Citizen Developer Ecosystem (TOPR 0049), a large-scale initiative within the Veterans Health Administration (VHA) aimed at expanding artificial intelligence and low-code/no-code development capabilities across the federal healthcare enterprise. In this role, you will serve as the single contractor point of contact for VHA leadership, coordinating SME resources, managing program performance, and ensuring all projects are delivered on time, within scope, and aligned with the VA's mission to serve America's Veterans.

Primary Responsibilities

JOB DUTIES.

  • Serve as the single contractor point of contact for all VHA requests related to SME support, contractor performance, task order execution, and escalation management.
  • Plan, initiate, manage, execute, and formally close out multiple concurrent projects within the AI Citizen Developer Ecosystem program, ensuring alignment with VHA strategic objectives and task order requirements.
  • Develop and maintain comprehensive program management artifacts including project schedules, risk registers, status reports, resource plans, and communication plans in accordance with federal program management standards.
  • Facilitate regular program reviews, stakeholder briefings, and working sessions with VHA leadership, contracting officers, and cross-functional teams to report ogress, surface risks, and drive data-informed decisions.
  • Monitor program-level budget, schedule, and performance baselines across the full project lifecycle, proactively identifying variances and implementing corrective action plans to keep deliverables on track.
  • Coordinate onboarding, tasking, and performance oversight of contractor Subject Matter Experts (SMEs) deployed across VHA program areas, ensuring proper alignment of skills to mission needs and compliance with contract terms.
Minimum Qualifications

MINIMUM QUALIFICATIONS.

  • Minimum 4 years of experience planning, initiating, managing, executing, and closing programs for a large corporation or government agency, preferably within a large healthcare organization.
  • Bachelor's degree (BS/BA) in Project Management, Business Administration, Information Technology, Healthcare Administration, or a closely related field.
  • Demonstrated experience supporting federal agency clients, with strong preference for prior work within the Department of Veterans Affairs (VA), VHA, or a comparable federal health IT environment.
  • Ability to obtain and maintain a VA Position of Public Trust clearance; must be eligible to access VA systems, networks, and sensitive data in compliance with VA security and privacy requirements.
  • Must be a U.S. Citizen or authorized to work in the United States in compliance with federal contracting requirements applicable to this task order.
  • Active Project Management Professional (PMP) certification or equivalent credential of comparable rigor (e.g., PgMP, PMI-ACP, FAC-P/PM) required at time of hire.
