Purpose:

The Project Manager II is responsible for supporting the implementation of best-practice project management principles to support FHLBI business and IT strategies through the tactical execution of the PMO’s Project Life Cycle (PLC). The Project Manager II is responsible for functioning as a Scrum Master when needed to facilitate and champion the agile process by coaching and mentoring development teams, identifying and eliminating impediments, and promoting the use of standards and best practices. The Project Manager II will provide FHLBI business and IT leadership with in-depth analysis of in-flight projects/scrum teams using best-practice metrics and measures enabling timely and effective decision making.

This position will ensure continuous alignment with the portfolio roadmap, schedule, quality, and proposed benefits, while ensuring that risks, impediments, and dependencies are identified and appropriately managed within the defined project/scrum team to ensure investments achieve objectives.

Specific Responsibilities:

  • In collaboration with direct manager, develop, manage, and oversee IT’s Project Management and Agile framework models, governing intake, prioritization, and execution.  This includes management and upkeep of the Information Technology PLC and Agile (Scrum) framework, including activity (artifacts, ceremonies, etc.) and reporting requirements.

  • Organize and facilitate Agile and Scrum activities and events including, retrospectives, sprint, and release planning, ensuring Scrum events are effectively conducted, productive, and adhere to the time boxed schedules.

  • Facilitate the Scrum Team’s self-management and cross-functionality, empowering them to continuously improve their practices within the Scrum framework by utilizing team feedback and metric (e.g., quality, delivery, cadence, etc.) to identify areas of opportunity.

  • Create and execute advanced plans supporting the portfolio road map.

  • Ability to successfully manage multiple projects, strategic initiatives, and scrum teams concurrently.

  • Manage detailed project/scrum team risks and impediments and create detailed response plans for mitigation and contingency planning.

  • Ensure proper governance is performed on assigned projects/scrum teams and make suggestions on improvements to the governance process.

  • Be an advisor to stakeholders by effectively communicating status, proposing well thought-out actions to address issues and risks, and communicating the balancing of cost/risk of the change against benefits.

  • Provide adequate visibility and transparency of project schedule and/or scrum team progress through effective reporting suitable for team members, project/product owners/co-owners and Sr. IT Leadership.

  • Be fully knowledgeable of FHLBI’s Project Life Cycle (PLC), including all the required tasks occurring in each stage of the PLC and make suggestions on improvements to the PLC or other Project management practices.

  • Support the regulatory and compliance activities that the PMO is involved in on an annual basis.

Position Requirements:

  • Bachelor’s Degree in a relevant field or equivalent practical experience preferred.

  • 3+ years’ Project Management experience or Scrum Master experience in medium or large organizations.  Experience executing projects and managing scrum teams in a regulated environment is a plus.

  • Minimum Certification Requirement: Project Management Professional (PMP), Certified Scrum Master (CSM) or ability to obtain within 1 year.

  • Hands-on experience managing medium and large projects, multiple scrum teams with formal project management methodology and/or Agile methodology tracking schedules, resource management, cost management, risk management and scrum team progress.

  • Knowledge of agile practices, methodologies (e.g., SCRUM, Kanban, etc.), frameworks, and techniques is preferred.

  • Experience in implementing governance principles/practices required.

  • Ability to demonstrate effective utilization of one or more management methodologies (Agile, Waterfall, SCRUM).

  • Ability to demonstrate effective utilization of continuous (process) improvement.

  • Experience working with, and managing, stakeholders/vendors inside or outside of IT.

  • Proven track record of creating quality project/Agile documentation with high level of attention to detail while managing multiple projects and multiple scrum teams concurrently.

  • Experience utilizing interpersonal and communication skills (oral and written) to work effectively with all organization levels and build positive relationships.

  • Experience identifying the difference between tactical and strategic project issues and how to resolve quickly.

  • Ability to work full-time.

  • Must not have been convicted on any civil or criminal charge that would suggest a risk to Bank security.

  • Ability to uphold and model the Bank’s Guiding Principles.
