Applied Research Solutions (ARS) is seeking a Program Manager with a strong Human Resources background to provide program management and organizational support within a U.S. Air Force/Department of Defense environment. This role combines program management, workforce management, HR operations, organizational planning, and stakeholder coordination to support mission-critical Air Force programs.

The ideal candidate is an experienced HR professional who has demonstrated the ability to manage complex programs, coordinate across government and contractor organizations, develop workforce strategies, and provide senior-level administrative and organizational support.

Responsibilities:
  • Provide program management and HR support to Air Force and DoD organizations.
  • Serve as a trusted advisor to government leadership on workforce management, organizational effectiveness, personnel matters, and program execution.
  • Plan, coordinate, and manage program activities, milestones, deliverables, and competing priorities.
  • Support workforce planning, manpower requirements, staffing strategies, organizational changes, and personnel actions.
  • Coordinate with government and contractor personnel to identify workforce needs, resolve issues, and maintain program continuity.
  • Develop and maintain program plans, schedules, status reports, briefings, presentations, and other program documentation.
  • Track personnel, staffing, training, performance, and organizational metrics and provide recommendations to leadership.
  • Support recruitment, onboarding, employee development, training, retention, and workforce engagement initiatives.
  • Assist leadership with organizational restructuring, workforce transitions, and implementation of personnel-related initiatives.
  • Coordinate meetings, working groups, and leadership engagements; develop agendas, briefing materials, and action-item tracking.
  • Monitor program risks, issues, and dependencies and develop mitigation strategies.
  • Ensure program activities and deliverables comply with applicable DoD, Air Force, federal, and organizational policies and procedures.
  • Communicate program status, workforce concerns, and recommendations to senior government and contractor leadership.
  • Build effective relationships with government customers, contractor teams, HR professionals, and other stakeholders.
  • Perform additional program management and organizational support activities as required.
Required Qualifications:
  • Bachelor’s degree in Human Resources, Business Administration, Organizational Management, Management, or a related field.
  • Must be a U.S. citizen.
  • Active DoD security clearance.
  • 5+ years of experience in Human Resources, workforce management, organizational management, or a related discipline.
  • Demonstrated program or project management experience, preferably supporting government or DoD organizations.
  • Experience managing multiple priorities, coordinating stakeholders, and driving projects or initiatives to completion.
  • Strong understanding of HR processes including workforce planning, staffing, employee development, organizational structure, and personnel management.
  • Excellent written and verbal communication skills with the ability to brief senior leadership.
  • Strong analytical, organizational, and problem-solving skills.
  • Proficiency with Microsoft Office, including Word, Excel, and PowerPoint.
  • Ability to work effectively in a structured, deadline-driven environment.
Preferred Qualifications:
  • Experience supporting the U.S. Air Force, Department of Defense, or other federal government organization.
  • Previous experience as a contractor supporting a government customer.
  • Experience with Air Force manpower, civilian personnel, workforce planning, organizational management, or human capital programs.
  • Experience developing executive-level briefings, program reports, dashboards, and presentations.
  • Familiarity with DoD policies, processes, and organizational structures.
  • Project Management Professional (PMP) or other relevant project/program management certification.
  • SHRM-CP, SHRM-SCP, PHR, SPHR, or other HR certification.
  • Experience working with senior military, civilian, and contractor leadership.

The expected annual salary range: $138k - $156k. Salary is dependent upon the role and associated responsibilities, candidate's experience, and qualifications to include education/training, and key skills.
