Directs the daily operations of a 16-unit residential program serving women with co-occurring mental health and substance use conditions. Oversees staff recruitment, supervision, training, policies, licensing, client records, referrals, billing, budgets, data collection, compliance, and external provider relationships. The role manages program safety and emergency response, coordinates services, maintains funder and DPH requirements, and is responsible for on-call coverage. This is a fully onsite position with driving and residential-building mobility requirements.
Summary: Responsible for the day-to-day operations of a Co-Occurring residential program for 16 women with a history of mental health and substance use. Responsibilities include staff recruitment and selection, staff supervision, updating program policies and procedures, ensuring proper maintenance of client records in accordance with DPH standards, evaluating program design, administrative oversight including billing, data collection, fiscal and budgetary oversight. Act as the liaison with funder and all external providers. This position is 100% on site at the residential program in Framingham.

Primary Responsibilities:
- Supervise and administer 16-unit residential program for single women with history of mental health and substance use diagnosis.
- Provide program development and oversight of policies and procedures.
- Develop and monitor program budget with oversight to 3rd party and DPH billing.
- Assist with hiring of program staff, help with training, and provide supervision.
- Responsible for emergencies 24 hours a day.
- Supervise effective resource referrals for clients.
- Coordinate HIV/AIDS education and referrals.
- Network with community providers internally and externally to maximize service delivery and reduce duplication of services.
- Collaborate with Serenity House program director and coordinate safety, policy, and other processes where two programs are either sharing space or services.
- Manage the operational and fiscal activities of the program/department to include: staffing levels, budgets, and financial goals.
- Recruit, manage, develop, and evaluate staff by providing timely mentoring, training, and performance management.
- Complete required paperwork in accordance with company policy.
- Attend & participate in engagement team meetings as requested and communicate effectively with clients and staff in other areas.
- Maintain confidentiality of client, employee, and agency information in accordance with federal and state laws and funder requirements.
- Ensure compliance with program/department, agency and/or funder requirements, manage licensing process, as well as, SMOC policies & procedures.
- Other duties as assigned.
Knowledge and Skill Requirements:
- Minimum 2 years of administrative and supervisory experience.
- Minimum 5 years of direct service experience including mental health and substance use.
- Preference to individuals with residential experience.
- Must be flexible, organized, and have excellent verbal/written communication skills.
- Proven knowledge of the disease concept of addiction, dual-diagnosis, and understanding of the recovery process.
- Valid driver's license and reliable transportation.
Organizational Relationship: Directly reports to Director of Residential Recovery Programs. Direct reports of this position are Care Coordinators, Recovery Specialists, and Food/Transportation Coordinator.
Physical Requirement: Ability to drive a van and to climb stairs in a residential building.
Working Conditions: This position has on-call responsibilities. As part of the responsibilities of this position, the Program Director will have direct or incidental contact with clients served by SMOC in various programs funded or administered through the Executive Office of Health and Human Services. A successful background check is required.
Monday through Friday: 9:00AM - 5:00PM. Includes a 1-hour unpaid lunch break.
35 Hours per week.
