Job Description

BryceTech is seeking a Planning Analyst for FEMA’s Planning and Exercise Division (PED) to support national preparedness and emergency management planning initiatives. This position plays a vital role in the development and coordination of strategic and operational plans that strengthen FEMA’s readiness to respond to disasters and emergencies across the United States. The work location is flexible and may be at any of FEMA's 10 regional offices located in Boston, MA; New York, NY; Philadelphia, PA; Atlanta, GA; Chicago, IL; Denton, TX; Kansas City, MO; Denver, CO; Oakland, CA; or Bothell, WA. 

The ideal candidate has a strong background in emergency management planning, excellent analytical and communication skills, and a desire to contribute to meaningful work that enhances national resilience.

Key Responsibilities:

  • Develop and maintain national, regional, and agency-specific emergency operations plans (EOPs), contingency plans, and incident annexes

  • Conduct threat and hazard risk assessments to inform planning priorities and objectives

  • Coordinate planning activities with FEMA regional offices, federal agencies, state and local governments, and private sector stakeholders

  • Support the integration of planning efforts with FEMA exercises and after-action reporting processes

  • Ensure alignment of plans with federal doctrine, including the National Response Framework (NRF), National Incident Management System (NIMS), and other FEMA policy guidance

  • Prepare detailed planning documents, decision memos, and briefings for senior leadership

  • Identify planning capability gaps and recommend improvements or solutions

Qualifications

  • 2–5 years of professional experience in emergency planning, policy development, or strategic analysis

  • Strong understanding of emergency management doctrine and planning methodologies

  • Excellent writing and communication skills, including the ability to present complex concepts clearly

  • Proficiency in Microsoft Office Suite; knowledge of GIS, data visualization, or project management tools is a plus

  • U.S. citizenship and active DoD Secret Clearance or above

Preferred Qualifications:

  • FEMA Professional Development Series (PDS), ICS training, or HSEEP certification

  • Familiarity with FEMA’s Planning Doctrine, the THIRA/SPR process, or continuity planning (COOP/COG)

  • Experience working directly with federal, state, or local emergency management agencies

  • Demonstrated ability to work independently and lead components of planning projects
