The OCM Lead will be responsible for leading and executing change management activities to support operations, Business Process Redesign (BPR), and Medicaid modernization initiatives. As the OCM Lead, you will develop and implement a comprehensive OCM Plan using proven change management methodologies (e.g., Prosci®); apply BPR methods to support process discovery, analysis, redesign, and implementation; coordinate closely with project management, training, business process, operations, and systems teams; and provide strategic guidance to leadership throughout the engagement.

This position offers flexibility in work location, including fully onsite, hybrid, or remote arrangements. The preferred location is Kapolei, Hawaiʻi, or the U.S. West Coast. Regardless of location, the role requires working American Samoa Standard Time (ASST).

You Will
  • Conduct and synthesize organizational change readiness assessments, incorporating leadership and staff perspectives.
  • Oversee and facilitate cross-functional workgroups and plan and facilitate BPR activities, including stakeholder interviews, process discovery workshops, current-state assessments, future-state design sessions, and process validation.
  • Develop and maintain process maps, workflow documentation, gap analyses, decision points, roles and responsibilities, business requirements, and actionable redesign recommendations.
  • Identify process inefficiencies, control gaps, handoff challenges, and opportunities to streamline operations, improve service delivery, clarify accountability, and support system-enabled workflows.
  • Translate future-state process changes into stakeholder impacts, role changes, communication needs, training requirements, readiness activities, and adoption measures.
  • Develop resistance management strategies, escalation paths, and mitigation plans
  • Support leadership alignment and readiness for system, policy, and process changes
  • Ensure OCM activities are coordinated with system vendors and other project partners
  • Guide development of targeted communications tailored to key stakeholders and audience groups
You Have
  • 3 to 5 years of experience leading organizational change management efforts on complex initiatives
  • Strong communication skills and attention to detail.
  • Demonstrated ability to excel in a team setting.
  • Strong experience with Microsoft Excel, Word, and PowerPoint.
  • Bachelor’s degree in organizational development, business, public administration, or related field
  • Prosci® Change Management Certification
  • Demonstrated experience applying Prosci® or similar change management methodologies
  • Demonstrated experience leading BPR, business process improvement, or operational transformation efforts from current-state assessment through future-state implementation.
  • Experience using process mapping and analysis techniques, such as swimlane diagrams, workflow analysis, root cause analysis, gap analysis, and identification of process performance measures.
  • Ability to connect process redesign decisions to organizational impacts, workforce roles, policies and procedures, training, communications, and technology requirements.
  • Experience supporting large-scale system, policy, or process transformations (public sector and/or Medicaid experience strongly preferred)
  • Strong facilitation, stakeholder engagement, and executive communication skills
  • Experience working with government or Medicaid agencies
  • Familiarity with EPMO or enterprise program environments
  • Experience coordinating change activities across multiple vendors and workstreams
