Job DescriptionRole Overview
We are seeking an experienced Cost Manager to deliver cost management services across large-scale advanced manufacturing, semiconductor, and high-tech facility projects. This role will lead the commercial management of both Mechanical, Electrical & Plumbing (MEP) and Civil, Structural & Architectural (CSA) packages, ensuring projects are delivered within budget while maintaining the highest standards of quality, governance, and commercial control.
You will work closely with clients, project managers, design consultants, contractors, and key stakeholders throughout the project lifecycle, from concept design through construction and project close-out.
Key Responsibilities
Cost Planning & Pre-Contract Services
- Prepare and manage cost estimates, feasibility studies, budgets, and detailed cost plans across all project stages.
- Provide cost advice during design development, supporting informed decision-making and budget alignment.
- Develop benchmarking data and cost models for CSA and MEP packages.
- Lead value engineering and cost optimization exercises to improve project outcomes.
Procurement & Tender Management
- Manage procurement and tendering activities for CSA, MEP, and specialist trade packages.
- Prepare tender documentation, commercial evaluations, and recommendation reports.
- Conduct tender analysis, contractor negotiations, and commercial assessments.
- Advise on procurement strategies aligned with fast-track and complex project delivery environments.
Post-Contract Cost Management
- Manage variations, change orders, compensation events, and contractor claims.
- Review and certify contractor progress claims and interim valuations.
- Monitor project costs against approved budgets and forecasts.
- Lead final account negotiations and project commercial close-out activities.
Cost Reporting & Financial Control
- Prepare monthly cost reports, cash flow forecasts, and financial updates.
- Monitor project financial performance, identifying risks, trends, and opportunities.
- Maintain cost control systems and ensure compliance with project governance requirements.
- Provide timely commercial reporting to clients and project leadership teams.
Project & Stakeholder Management
- Collaborate with project managers, engineers, consultants, contractors, and client representatives.
- Attend design reviews, procurement meetings, and site coordination sessions.
- Provide commercial input to support project planning, risk management, and decision-making.
- Build strong relationships with stakeholders and maintain effective communication throughout project delivery.
Risk & Commercial Management
- Identify and proactively manage commercial and cost-related risks.
- Support contract administration and dispute avoidance strategies.
- Ensure commercial compliance with project procedures, contracts, and reporting standards.
- Contribute to lessons learned and continuous improvement initiatives.
Team Development
- Provide guidance and support to Assistant Cost Managers and junior team members.
- Review commercial deliverables to ensure quality and consistency.
- Promote knowledge sharing and best practices within the project team.
- Bachelor's Degree in Quantity Surveying, Cost Management, Construction Management, Engineering, or a related discipline.
- Professional accreditation (MRICS, AIQS, CIQS, or equivalent) is advantageous.
- 5–10 years of experience in cost management, quantity surveying, or commercial management.
- Strong experience managing both CSA and MEP packages on construction projects.
- Experience in advanced manufacturing, semiconductor, pharmaceutical, industrial, data centre, or mission-critical facility projects is highly preferred.
- Experience within a cost consultancy, project management consultancy, contractor, or client-side environment is advantageous.
Skills & Competencies
- Strong understanding of construction cost management, procurement, and contract administration.
- Experience in both pre-contract and post-contract cost management.
- Excellent commercial, analytical, and reporting skills.
- Strong stakeholder management and client-facing capabilities.
- Proficiency in Microsoft Excel and cost management software such as CostX or equivalent.
- Ability to work effectively in fast-paced, technically complex project environments.
