Leads strategic IT and cybersecurity portfolios, overseeing programs and projects from business case development through implementation and operational sustainment. Responsibilities include portfolio strategy, governance, dependency management, budgeting, resource planning, risk and issue resolution, vendor and contract oversight, dashboards, KPI reporting, executive communications, and PMO adherence. The role coaches project leaders, coordinates cross-functional stakeholders, manages escalations, and drives business outcomes across complex enterprise initiatives.
The Lead Program/Project Manager is accountable for the different initiatives of the ITMO & Cyber portfolio. The Lead Program/Project Manager partners with the Portfolio Owner and his/her direct reports to ensure initiatives are delivered with the intended business outcomes through the means of project implementation and operational support.
ResponsibilitiesStrategy, Business Initiative, Portfolio Engagement
- End-to-End ownership and accountability of portfolio of programs (multiple related and unrelated programs) for strategic outcomes and business values.
- Develop program strategy in meeting business goals and priorities.

- Partner with Portfolio Owner from ideation to implementation (business initiatives, values, business case, KPI definition & Collection, financial, implementation, KPI Collections).
Team & Project Management
- Direct (generate new thinking vs following instruction alone) and make decisions to guide team through challenge and unchartered areas.
- Charter new areas and responsibilities as organization evolve to meet business goals.
- Providing direction and fostering collaboration.
- Engage Delivery Managers of service lines.
- Capacity planning of demands and incoming projects.
- Delivery Manager assignment, prioritization, and recruitment of FTE/contractor
- Oversee project health throughout project life cycle. Get involved and hands-on as required to ensure project success.
- Provide support and coaching to other Program Leads, Project Managers, and Project Specialist.
- Owns, applies, and upholds Enterprise PMO governance and procedure to ensure adherence for success.
- Serves as a point of project escalation. Pro-actively works across groups to mitigate risk and resolve issues.
- Drives a behavior of transparency, urgency, results, and escalation as appropriate.
- Review of work and deliveries of assigned Delivery Managers.
- End to End project implementation ownership and accountability (Planning, Resource, Risk, Issue, Escalation, Financial, Execution, Delivery, Communication, Phase Gate, Deliverables/Artifacts, KPI collections).
- Project Dashboard Development and Maintenance: This role will be responsible for developing and maintaining comprehensive project dashboards, providing clear status updates, and facilitating effective executive communications to keep stakeholders informed.
- Project Performance Monitoring: By implementing performance monitoring and reporting mechanisms, the Lead Program/Project Manager will ensure that projects stay on track and meet key performance indicators (minimum: schedule, scope, quality, and budget measurements and reporting).
- Budget and Financial Management: Effective management of project budgets and financial reporting will be a primary responsibility, ensuring that resources are utilized efficiently and financial objectives are met.
- Resource Management: The Lead Program/Project Manager will oversee project resource management of their areas, including contractor setup, hardware and software provisioning, and access management.
- Vendor Deliverables and Contract Management: This role will include managing vendor deliverables and overseeing contract performance for projects, ensuring compliance with agreements and timely delivery of outcomes.

- Pro-actively develop and drive project delivery improvement.
- End to End shared ownership of IT services from business initiatives, project implementation, to operational sustainment (like reporting out of operational work).
- Stays abreast of other initiatives and operational work within the enterprise to develop a big-picture view.
- Be the change agent in ideation, alignment, implementation, and adoption.
- Be cross functional and able to lead outside of assigned scope of work.
- Partnership with Portfolio, CDL, and other IS Towers to form strong partnership in solving enterprise problems.
- Works collaboratively with business and technical stakeholders, regardless of reporting structure.
- Orchestration of Business Case Development: The Lead Program/Project Manager will assist in the creation of compelling business cases (with continuous improvement in the format, quality, and relevance of content), provide input to the RFI and RFP processes, and coordinate discovery efforts to ensure alignment with organizational goals.
- Time Tracking Administration: The Lead Program/Project Manager will facilitate time tracking processes, conduct analysis, and generate reports to enhance accountability and project efficiency.
- Portfolio Governance and Roadmap Coordination: The Lead Program/Project Manager will coordinate and maintain portfolio roadmaps and governance meetings, ensuring alignment and accountability across multiple projects.
- Bachelor’s degree preferred.
- 5-8 years of Strategic program management experience.
- 10-12 years of Hands-on large scale and complex project implementation experience.
- Domain knowledge specific to Infrastructure and Cyber systems.
- Critical thinking is a must. Discipline in analyzing information, questioning assumptions, and evaluating arguments to form well-reasoned judgments and solve problems effectively without relying on status-quo or others' direction.
- Highly skilled at planning, organizing, time/task/resource/risk management.
- Strong financial acumen; develop business cases and model financial impact of large programs to help educate the organization on decision making.
- Ability to establish, review and adjust metrics to accurately track progress.
Soft Skills
- Self-Initiated in owning problem and developing solution without solely relying on other parties.
- Strong communication skills and C-Level interaction.
- Comfortable with ambiguity and has ability to get work done without always having complete information or well-defined structure.
- Ability to matrix manage across a wide range of technical, business and executive team members with or without direct authority.
Compensation
- Base pay: $114,192 - $155,000 annually. Compensation depends on location, qualifications, and experience.
- Position may be eligible for an Annual Incentive Plan bonus of 10%-50% depending on role level.
- Management level positions may be eligible for sign-on and relocation bonuses.
