The Opportunity:
CACI is seeking Federal Project Managers to support a transformational federal HCM modernization initiative. This program is one of the largest federal HR system implementations, deploying Oracle Fusion Cloud HCM across multiple agencies using SAFe Agile methodology. You will lead program execution, manage stakeholder relationships, and ensure delivery of complex federal IT implementations. This role requires proven federal program management experience and the ability to navigate large-scale, multi-agency environments. We are building a Program Management Office and seeking experienced leaders at Project Manager, Senior Program Manager, and Director levels.
Responsibilities:
• Lead project planning and execution using SAFe Agile methodology at scale
• Manage project schedule, budget, and resources across multiple workstreams
• Develop and maintain integrated master schedules and dependency management
• Lead stakeholder engagement with federal agency customers and executives
• Manage program risks and issues; develop mitigation strategies and escalation procedures
• Ensure contract compliance including CDRL deliverables and milestone achievement
• Coordinate across functional, technical, and integration teams for cohesive delivery
• Prepare and deliver program status briefings to government leadership
• Manage vendor relationships including Oracle and subcontractor coordination
• Support program governance including change control and decision documentation
• Drive continuous improvement in program management practices
Qualifications:
Required:
• Bachelor's degree + 8 years of federal IT program management experience (additional experience may substitute)
• PMP certification required
• Demonstrated experience managing federal IT programs with $10M+ annual value
• Experience with federal acquisition regulations and contract management
• Strong stakeholder management and executive communication skills
• Experience with Agile/SAFe methodology in federal environments
• Must be able to obtain and maintain a Public Trust clearance (US Citizenship required)
Desired:
• 12+ years federal program management (for Director-level positions)
• SAFe Program Consultant (SPC) or SAFe Agilist certification
• Experience with federal HR/HCM system implementations
• Prior experience managing programs for DoD or CFO Act agencies
• Master's degree in related field
• Experience with EVM and federal financial management
• PMI-ACP, PgMP, or additional PM certifications
• Active Secret clearance or higher

Pay Range: There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:
