About the Role

Eleanor Health is looking for a Director of Clinical Compliance who doesn't just keep us compliant today, but sees where regulation is heading and gets us there first. This role is responsible for informing and maintaining our compliance infrastructure — facility licensure, state and federal collaborating agreement regulation, incident management, CARF accreditation, and policy and procedure management, and serves as the compliance strategy partner to the VP of Clinical Excellence and Expansion as Eleanor Health grows into new and existing markets..

This is a national leadership role. You will be responsible for the systems, relationships, and subject-matter expertise that keep every Eleanor Health clinic licensed, accredited, and audit-ready, while proactively hunting for the compliance gaps and emerging risks that a reactive program would miss.

This position requires up to 50% travel, strong organizational skills, the ability to work from a home office or clinic office location, and demonstrated proficiency with Excel, AI tools, and G-Suite.

What You'll Do

Facility Licensure
  • Serve as the single source of truth and single point of accountability for the acquisition and maintenance of all clinic, state, and organizational licenses, certifications, and registrations across Eleanor Health's national footprint.
  • Maintain a current state-by-state inventory of licensure requirements, application status, renewal timelines, and operational obligations, and manage the external portals and internal systems that track them.
  • Direct the identification and resolution of licensure barriers to entry — including certificate of need requirements, moratoriums, and exemptions — as Eleanor Health expands into new markets.
  • Oversee training on, and organizational application of, licensing expectations, ensuring functional and market leaders are equipped with actionable, accurate compliance guidance.
  • Manage audits and surveys associated with facility licensure, and lead corrective action planning in response to findings.
State & Federal Collaborating Agreement Regulation
  • Serve as Eleanor Health's source of truth on state and federal collaborating (collaborative practice) agreement rules governing NP/PA prescribing authority, physician oversight, and Medication for Addiction Treatment delivery across our multi-state footprint.
  • Track and interpret the regulatory landscape for collaborating agreements — including state-by-state practice authority (full, reduced, restricted), required chart-review cadence, DEA and controlled-substance prescribing requirements, and Medicare collaboration standards — translating what's changing into what it means operationally.
  • Own the lifecycle of collaborating agreements: drafting standards, renewal tracking, credentialing verification of collaborating physicians (active license, DEA registration, SUD/addiction medicine experience where required), and audit-readiness of agreement files.
  • Partner with Credentialing and Enrollment, Clinical, and Legal leadership to ensure collaborating agreement structures keep pace as states shift practice-authority models or Eleanor Health enters new jurisdictions.
Incident Management
  • Own the end-to-end incident management program: intake, triage, and response for all reported critical and non-critical incidents, grievances, and complaints across Eleanor Health clinics.
  • Establish and lead a recurring incident review process (e.g., an internal Incident Review Team) to ensure timely investigation, root cause analysis, and corrective action planning for every reportable event.
  • Determine and manage mandatory reporting obligations to state licensing boards, accrediting bodies, and other regulators within required timeframes, including abuse/neglect and other sentinel-event reporting where applicable.
Policy & Procedure Management
  • Own the organization-wide policy and procedure lifecycle: drafting, version control, review cadence, and approval workflows for all clinical compliance policies and procedures.
  • Partner with functional and market leaders to roll out policy updates with clear, actionable training so changes translate into consistent practice at the clinic level.
  • Maintain an audit-ready policy library, with version history and sign-off documentation available for licensure surveys, CARF surveys, and payer audits.
CARF Accreditation
  • Own CARF accreditation readiness organization-wide — standards interpretation, survey preparation, on-site survey management, and continuous compliance between survey cycles.
  • Lead response to CARF findings and required plans of correction, and drive the continuous quality improvement cycle (assess, plan, implement, review, refine) that keeps Eleanor Health survey-ready year-round rather than only at renewal.
  • Serve as the primary point of contact for CARF surveyors and other accreditation or regulatory auditors.
Strategic Partnership
  • Partner with the Sr. Director of CQCM to inform Clinical Compliance strategy and KPIs.
    • Proactively assess and report resource barriers and/or support needed to meet internal and external timelines.
    • Provide data-driven feedback on Eleanor Health's performance.
    • Analysis of staffing, vendors, options, implementation plans, and expectations.
  • Other responsibilities and tasks as needed and assigned.
  • Leverage AI tools to build and maintain the trackers, checklists, and workflows that keep a multi-state compliance program running efficiently.

Who You Are:

A confident, big-picture thinker who's willing to get into the weeds. A strong communicator who can flex between a state regulator, a clinical team, and an executive leadership meeting. Meticulous with attention to detail while keeping a macro-level view. High energy, self-directed, and genuinely curious. Compassionate but not passive - you go looking for problems instead of waiting for them to find you.

You'll Be a Good Fit If You Have:

  • At least five years of experience in healthcare compliance, regulatory operations, or licensure, including direct experience managing multi-state licensure or regulatory compliance programs.
  • Direct experience with CARF accreditation processes - surveys, standards, and ongoing compliance.
  • Experience with collaborating/collaborative practice agreements, physician-NP/PA oversight structures, or credentialing in a multi-state clinical environment.
  • Expertise navigating multi-state licensure landscapes (10+ states).
  • Experience owning incident management, grievance response, or risk/quality programs in a healthcare setting.
  • A clinical background or licensure (e.g., RN, LCSW, LPC, or similar) strongly preferred.
  • SUD/behavioral health industry experience strongly preferred.
  • A track record of leading, or being ready to lead and grow, a team.
  • Experience with policy and procedure management tools, and comfort with Monday.com or similar project management platforms.
  • Technical proficiency with Excel, Word, PowerPoint, and G-Suite.
  • Comfort operating in ambiguity - curious enough to dig into what we don't yet know rather than wait for clarity.

Compensation & Benefits

The actual compensation offered depends on a variety of factors, which may include, as applicable, the applicant’s qualifications for the position; years of relevant experience; specific and unique skills; level of education attained; certifications or other professional licenses held; other legitimate, non-discriminatory business factors specific to the position; and the geographic location in which the applicant lives and/or from which they will perform the job.
