Boeing's Global Spectrum Management team is seeking a highly qualified Defense Spectrum Policy Lead to support the development, coordination, and implementation of advocacy efforts related to the Company's telecommunications and radio frequency spectrum policy interests in Arlington, VA.
This position requires an understanding of defense, aviation, and telecommunications technologies, as well as knowledge of international radio regulations, government affairs, and regulatory processes. The successful candidate will be responsible for developing and executing advocacy strategies, establishing and maintaining relationships with spectrum regulatory and policy representatives at both the U.S. national and international levels, and collaborating with industry leaders, trade associations, and other stakeholders to advance shared policy goals. The role also involves engaging with regulatory entities to monitor, analyze, and influence policies affecting defense, aviation and telecommunications sectors, while providing subject-matter expertise on international radio regulations and related government affairs. Strong verbal and written skills in English, the ability to convey complex regulatory and technical concepts effectively, and experience managing multiple priorities within a small, geographically dispersed team are essential. A strong interest in aviation and defense-related policy matters is highly desirable.
Position Responsibilities:
  • Advocate on behalf of the Company's telecommunications and spectrum policy issues before U.S. government agencies, such as the Federal Communications Commission (FCC) and the National Telecommunications and Information Agency (NTIA), as well as in international and intergovernmental organizations, trade, and industry associations
  • Establish and maintain close contact with internal business partners, engineering and program leaders to understand their regulatory and policy requirements
  • Write concise internal memos, external regulatory filings, and presentations to internal and external executive level audiences
  • Experience translating complex technical issues to a non-technical audience
  • Work with all groups within the organization, being responsive to requests for support in a timely manner
  • Advocate on behalf of Boeing spectrum initiatives across a range of defense, aviation, commercial space and aviation projects

This position requires the ability to obtain a U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship. An interim and/or final U.S. Secret Clearance Post-Start is required.
Basic Qualifications (Desired Skills/Experience):
  • Bachelor's degree or higher
  • 3+ years of experience working in Government Relations/Diplomacy, Public Affairs and/or Issue Advocacy
  • English language proficiency (both reading and writing) is required

Preferred Qualifications (Desired Skills/Experience):
  • 5+ years' related work experience or an equivalent combination of education and experience

Pay is based upon candidate experience and qualifications, as well as market and business considerations
Summary pay range for Level 4: $136,850 - $185,150
Summary pay range for the Level 5: $173,400 - $234,600
