Database Engineer IV

SUMMARY

Senior-level hybrid technical role responsible for architecting, sustaining, securing, and optimizing database platforms and system infrastructure supporting Navy readiness, training, and analytics systems. Lead advanced database engineering, system administration, accreditation support, continuity planning, and data integration pipelines aligned with FTM Support and Fleet Management and Planning System (FLTMPS) functional workflows. Provide senior technical expertise to Government stakeholders, Fleet units, and training execution partners, ensuring reliable data accessibility, auditability, and performance across mission-critical environments. Coordinate training materials to ensure alignment with current database structures, system capabilities, user access workflows, and FTM/FLTMPS updates.

ESSENTIAL DUTIES & RESPONSIBILITIES

· Design, implement, and optimize relational and NoSQL database architectures supporting FTM/FLTMPS data exchange, readiness metrics, training compliance, and enterprise reporting.

· Develop performant schemas, stored procedures, indexing strategies, partitioning, and replication configurations to support high-volume Fleet user activity.

· Architect and maintain ETL/ELT pipelines to ingest, transform, validate, and publish training and readiness data; ensure correctness across authoritative Navy data sources.

· Implement database encryption, key management, auditing, and access controls compliant with RMF/DoD cybersecurity requirements.

· Implement new database technologies and recommend improvements to support scalability, redundancy, and cross-system interoperability (Databricks, Tableau, Qlik, etc.) in Jupiter/Advana.

· Lead administration of Windows/Linux servers, virtualization platforms (VMware/ESXi), storage systems, and network-connected enterprise services supporting Navy readiness systems.

· Manage enterprise backup/restore, high-availability configurations, failover clustering, and disaster recovery strategies for mission systems and databases.

· Implement monitoring/observability across systems, services, and database layers using tools such as Splunk, ELK, Prometheus/Grafana, and vendor-specific utilities.

· Troubleshoot complex multi-tier issues involving application middleware, database performance, network routing, and security policies. Ensure that all database and system workflows included in training materials reflect current capabilities, data structures, and user access requirements.

· Develop and maintain database- and system-level security documentation, including STIG checklists, cyber hardening artifacts, SOPs, and compliance evidence for ATO packages.

· Manage ACAS/Tenable vulnerability findings, remediation, POA&M updates, and technical coordination with cybersecurity teams.

· Implement auditing and role-based access controls supporting FTM/FLTMPS user workflows and training access requirements.

· Oversee security logging, privileged access management, and incident response procedures related to system and database events.

· Ensure that all database and system workflows included in training materials reflect current capabilities, data structures, and user access requirements.

· Provide technical input for updates to training materials, helping instructional personnel maintain alignment with system enhancements, schema changes, performance upgrades, and new FTM/FLTMPS features.

· Prepare and validate system environments prior to demonstration events to ensure correct data availability, account provisioning, and system performance for demonstrations.

· Coordinate system and database changes with development teams, cybersecurity personnel, functional stakeholders, and training execution vendors to avoid operational impact.

· Oversee configuration management, version control, and release coordination for all database and system changes.

· Evaluate interoperability between readiness systems and third-party data services; recommend strategies to improve reliability and reduce data latency.

· Produce technical reports and briefings for Government leadership, detailing system performance, data quality, risks, and upgrade strategies.

· Maintain regular and punctual attendance.

· Perform other duties as assigned

SUPERVISORY RESPONSIBILITIES

None.

MINIMUM QUALIFICATIONS

· Bachelor’s degree in Computer Science, Information Systems, Engineering, or related discipline. Master’s degree preferred.

· Twelve (12) to fifteen (15) years of combined experience in database administration, database engineering, and systems administration supporting enterprise or DoD environments.

· Expert proficiency with Oracle, SQL Server, PostgreSQL, or other enterprise DBMSs (HA, replication, advanced tuning, stored procedures).

· Extensive experience with DoD cybersecurity, DISA STIGs, RMF, ACAS/Tenable, HBSS/ESS.

· Strong scripting skills (Python, Bash, PowerShell).

· Virtualization, storage, and server platform expertise (VMware vSphere, Linux, Windows Server).

· Must meet DoD 8570 requirements for IAT II or higher (Security+, CySA+, CASP+, etc.).

· Active DoD Secret security clearance (generally, U.S. citizenship required).

· Must obtain and maintain any necessary security access and/or background checks

DESIRED QUALIFICATIONS & SKILLS

· Experience supporting training materials development or technical demonstrations is highly desirable.

· Excellent written and verbal communication skills.

· Experience supporting Department of War or comparable federal agency or systems.

· Experience supporting Navy training systems, readiness systems, or enterprise data platforms.

· Advanced experience with FTM data integration, workflows, schemas and Navy enterprise standards.

· Experience with Airflow, Informatica, or similar ETL frameworks.

· Advanced experience with Oracle, Databricks, Tableau, MS SQL Server, SQL Server Studio Manager, DB Artisan, SQL Developer or similar.

· Experience with Splunk, Solar Winds, Varonis, Red Hat Certificate System or similar.

· Kubernetes/OpenShift; cloud platforms (AWS GovCloud/Azure IL).

WORK SCHEDULE

Full-time. May be required to work additional hours as needed to complete assignment or project.

Work is expected to be remote; however, the company reserves the right to require onsite work.

Position consists of sitting for long periods of time, bending, stooping, crouching, and lifting weights up to 20 pounds. Frequently uses hands/fingers for manipulation of keyboard and mouse. Compensation & Benefits:

• Pay: $165,000-$175,00 annually
