Provide strategic direction and lead the HR Operations and Digital Enablement strategy and execution framework. Partner with HR and enterprise leaders and functional teams to establish priorities, roadmaps, governance, and performance measures that align HR investments with organizational objectives and improve workforce outcomes. Drive continuous Improvement to advance enterprise capability maturity.

Responsibilities
  • Lead development of the HR Operations and Digital Enablement strategy and framework, including multi-year roadmaps, governance, planning processes, and balanced scorecards
  • Partner with senior leaders to align HR investments, initiatives, and priorities with organizational objectives; influence budget allocation and prioritization at the enterprise level
  • Oversee operating models to drive integration between technology, analytics, employee experience, and operations, and deliver a seamless employee experience
  • Evaluate organizational capabilities, operating models, performance, and maturity against strategic objectives; translate findings into priorities and investment recommendations
  • Direct strategic research, environmental scanning, and benchmarking of workforce trends, emerging technologies, automation, artificial intelligence, and service-delivery practices
  • Advise senior leaders and align HR, technology, operational, and business stakeholders on cross-functional dependencies, priorities, risks, and transformation initiatives
  • Partner with Workforce Insights and functional leaders to define measures, scorecards, and evaluation frameworks that inform decisions and assess outcomes
  • Lead change-management and organizational-readiness efforts; establish common planning, measurement, and execution methods that promote innovation, continuous improvement, and operational excellence
  • Ensure appropriate staffing; select, develop, mentor, and evaluate employees; establish performance goals and priorities
  • Develop budget and Annual Financial Plan requirements; ensure efficient operations and alignment of section and department objectives with division strategy.
  • Perform other duties as assigned
Qualifications
  • 10+ years of experience leading strategic planning, transformation, operational excellence, digital enablement, or enterprise program management initiatives
  • Extensive experience developing roadmaps, governance structures, performance frameworks, and strategic planning methodologies
  • Demonstrated success influencing and partnering with executive leaders across multiple functions without direct ownership of all disciplines
  • Strong knowledge of workforce technologies, digital platforms, automation capabilities, employee service delivery models, and emerging industry trends
  • Experience developing and utilizing performance measures, scorecards, maturity models, and business insights to support strategic decision-making
  • Knowledge of organizational effectiveness, change management, process optimization, and business transformation principles
  • Exceptional executive communication, facilitation, and stakeholder management skills
  • Proven ability to identify strategic opportunities, evaluate risks, and align investments with organizational priorities
  • Bachelor's degree in Business, Human Resources, Organizational Leadership, or related field, or equivalent combination of education and experience
  • Advanced degree preferred
