The Role

Blue Cross Blue Shield of Massachusetts is seeking an Assistant General Counsel (Contracting/Regulatory) to join our Law Department. This role offers the opportunity to serve as a trusted legal advisor across the organization, providing strategic counsel on provider and vendor agreements, regulatory compliance, and government programs, including Medicare. The ideal candidate is an attorney with at least six years of contracting or regulatory experience who thrives in a fast-paced, highly regulated environment. You will partner closely with our Government Programs, Network Contracting, Procurement, and other key business areas to help the company achieve its goals while navigating an evolving legal and regulatory landscape.  The ideal candidate will possess excellent business judgment, strong contracting skills, and healthcare experience. Key Accountabilities:

  • Provide legal advice and support to Procurement, which includes drafting, negotiating, and evaluating vendor agreements. Such agreements cover a wide variety of complex arrangements such as health and medical management, software, consulting, and service agreements.
  • Provide legal advice and support to Network Contracting, which includes drafting, negotiating and evaluating network provider agreements. Advise the business on various network provider relationships, including advice on regulatory issues at the state and federal level.
  • Provide legal advice to the business on compliance with state and federal law with particular emphasis on government programs such as Medicare. Such advice will include program requirements, member communications, data privacy and security requirements, and eligibility.
  • Draft and negotiate ancillary contracts such as confidentiality agreements with vendors and providers.
  • Provide legal review of internal and external communications in support of various business areas.
  • Help the company achieve business goals in a complex regulatory environment. Identify, analyze, and provide advice with respect to potential legal issues and risks.
  • Manage a diverse workload to meet business demands at an appropriate level of detail consistent with internal and external deadlines.
  • Work on additional legal projects/issues as directed by BCBSMA Law Department leadership.

Qualifications:

  • Excellent business judgment, including the ability to place legal risk into proper business context.
  • Demonstrated experience negotiating and drafting complex contracts.
  • Demonstrated knowledge of laws and regulations related to Medicare, healthcare privacy and security, and confidentiality.
  • Excellent written and oral communication skills.
  • Ability to negotiate with and influence third parties in an assertive but constructive manner.
  • Skill to solve problems independently accompanied by willingness to work as a team member.
  • Ability to collaborate effectively with leaders and associates in key business areas.
  • Ability to influence peers and leaders at all levels and drive projects to execution.
  • Ability to multitask and handle competing priorities effectively.

Education/Relevant Experience:

  • Juris Doctor from ABA-accredited law school.
  • Active member in good standing of at least one state bar (must be able to register as Massachusetts in-house counsel).
  • Minimum six years of contracting or regulatory experience. In-house experience is strongly preferred. Prior healthcare experience is required.

Prior Medicare compliance experience preferred.

Salary Range: $175,590.00 - $214,610.00


The job posting range is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting.  We may ultimately pay more or less than the posted range, and the range may be modified in the future.  An employee’s pay position within the salary range will be based on several factors including, but limited to, relevant education, qualifications, certifications, experience, skills, performance, shift, travel requirements, sales or revenue-based metrics, and business or organizational needs and affordability.

This job is also eligible for variable pay.
