Develops and maintains complex software applications and operating systems, defining specifications, designing software, hardware, and communications architectures, and ensuring compliance with DoD and open-systems standards. Responsibilities include coding, testing, debugging, documentation, quality assurance, software evaluation, systems maintenance, technical analysis, and directing other personnel. The role also requires business intelligence, analytics, data modeling, dashboard design, and modern security solution experience.

Analyzes and documents software requirements by interviewing users, defining and prioritizing functional and non-functional needs, creating models and use cases, and maintaining traceability throughout development. Serves as the intermediary between customers and developers, validates requirements through reviews and testing, manages change control, and confirms delivered capabilities meet user needs.

Leads software sustainment lifecycle activities and analyzes business applications across finance, personnel, logistics, and contracts. Designs, codes, tests, debugs, documents, and enhances software, including applications built with APIs, BPMN, and low-code/no-code platforms. Develops automation solutions, creates logic flows, resolves complex technical problems, and provides technical direction to programmers. Requires extensive application programming experience, a relevant bachelor’s degree, certification, and an IT-II or Tier 3 security clearance.
