OverviewThe Program Manager will provide strategic leadership, program governance, and operational oversight for large-scale enterprise application development, modernization, and sustainment initiatives. This role is responsible for leading cross-functional Agile teams, managing program execution, ensuring alignment with Government objectives, driving continuous improvement, and overseeing delivery of cloud-based digital transformation solutions. The Program Manager will coordinate technical, functional, and business stakeholders while ensuring successful execution of software development, DevSecOps, AI-enabled process improvement initiatives, user adoption efforts, and performance management activities. The successful candidate will possess deep experience managing Appian-based enterprise platforms and Google Cloud technologies within Agile development environments. Responsibilities include program planning, risk management, executive communications, delivery oversight, resource management, stakeholder engagement, and ensuring compliance with cybersecurity and governance requirements. Responsibilities
  • Lead overall program execution for enterprise application development, modernization, and sustainment initiatives.Develop and maintain Program Management Plans, risk registers, integrated master schedules, and executive reporting packages.Oversee Agile delivery teams and ensure alignment with sprint, release, and modernization objectives.Manage stakeholder communications, governance reviews, strategic planning sessions, and executive briefings.Coordinate cloud modernization, DevSecOps, automation, AI, and digital transformation initiatives.Monitor program performance metrics and implement continuous improvement strategies.Identify, track, and mitigate program risks, issues, dependencies, and resource constraints.Ensure successful delivery of program objectives, user adoption activities, training initiatives, and operational excellence goals.Foster collaboration across technical, operational, business, and customer stakeholder communities.Drive innovation and modernization efforts while maintaining schedule, quality, security, and performance objectives.

Qualifications

Required:


  • Bachelor's degree in Information Technology, Computer Science, Engineering, Business, or related discipline.
  • Minimum ten (10) years of experience managing large-scale software development, application modernization, or digital transformation programs.
  • Minimum five (5) years of experience serving as a Program Manager supporting enterprise software development and sustainment environments.
  • Experience leading Agile software development programs utilizing Scrum, SAFe, Kanban, or related frameworks.
  • Demonstrated experience managing multi-disciplinary teams consisting of developers, architects, business analysts, testers, DevOps engineers, and cybersecurity personnel.
  • Experience managing project schedules, budgets, staffing plans, risks, issues, and executive-level reporting.
  • Active PMP certification or equivalent Program Management certification.
  • Excellent written and verbal communication skills with experience briefing executive and senior leadership stakeholders.
  • Ability to obtain and maintain required government security clearance.

  • Minimum five (5) years of experience managing Appian platform implementations, modernization efforts, and sustainment programs.
  • Experience overseeing Appian application development lifecycles from requirements through production deployment.
  • Experience managing Appian workflow automation, business process management (BPM), case management, and low-code application development initiatives.
  • Understanding of Appian integration strategies utilizing APIs, web services, enterprise systems, and third-party applications.
  • Experience supporting Appian platform governance, performance optimization, and release management activities.
  • Familiarity with Appian DevOps practices, automated testing, CI/CD pipelines, and platform modernization initiatives.
  • Google Experience
  • Minimum five (5) years of experience managing programs utilizing Google technologies and cloud services.
  • Experience leading development and modernization efforts within Google Cloud Platform (GCP) environments.
  • Knowledge of Google Cloud services including application hosting, data management, analytics, security, and integration services.
  • Experience overseeing cloud migration, modernization, and cloud-native application initiatives.
  • Familiarity with Google AI and machine learning services supporting automation, analytics, and digital transformation programs.
  • Experience managing cloud governance, operational metrics, service performance, and cost optimization initiatives.
  • Additional Technical Experience
    • Experience supporting enterprise DevSecOps and continuous delivery environments.
    • Understanding of CI/CD pipeline management and Agile software delivery practices.
    • Experience managing cloud-based application modernization programs.
    • Knowledge of cybersecurity compliance, risk management, and secure software development practices.
    • Experience utilizing performance metrics, KPIs, and operational dashboards to drive continuous improvement.
    • Experience supporting AI, automation, workflow optimization, or business process transformation initiatives.
