Overview
The Test Manager – VA LGY provides program-wide quality assurance leadership, setting testing standards, mentoring testers, and overseeing execution and reporting across development teams. The role leads test planning and execution; formulates go/no‑go recommendations from metrics, progress, and defect status; communicates as the primary liaison; and coordinates work plans, status tracking, and high‑quality deliverables. This leader demonstrates ownership and proactive leadership, identifies efficient solutions to tough challenges and guides the team to implement them, builds a culture of teamwork, and maintains excellent client relationships. Success requires a bachelor’s degree with 5 years of relevant experience (or equivalent), excellent written and verbal communication, strong analytical problem‑solving, the ability to shift priorities, leadership amid ambiguity, and perseverance to drive outcomes.
Key Functions
- Provide overall quality assurance leadership for the program, leading the testing team to produce complete, client-ready, high quality work products.
- Oversee quality of test execution across development teams, set testing standards and approaches, and mentor testers.
- Prepare quality assessments, reports, and metrics, formulating go/no-go statements based on reports and metrics, test progress, and defect status.
- Present test improvements and developments in daily progress meetings.
- Act as the main liaison communicating between the team and the rest of the internal and external organization.
- Lead execution of planned test cases, ensuring that all test results are correctly recorded against the system.
- Develop detailed work plans for engagements, status tracking and reporting, and production of high quality deliverables for clients, coordinating all testing roles and responsibilities within teams.
- Be responsible for all Test, Test Tools Development, and configuration management activities.
- Demonstrate ownership and accountability to drive successful results and outcomes for the team.
- Consistently demonstrate proactive leadership.
- Identify optimal and efficient solutions to tough challenges to consistently influence positive change and lead the team to implement identified solutions.

- Propose and implement improvement recommendations by building consensus and commitment around corrective action.
Minimum Qualifications
- Bachelor's degree and 5 years of relevant experience.
- An additional 2 years of experience with an Associate's Degree.
- An additional 4 years of experience with a high school diploma.
- Excellent verbal and written communications skills.
- Strong attention to detail with proven analytical and problem-solving skills.
- Can easily shift focus between high priority tasks as required.
- Demonstrates leadership in the face of ambiguity, rather than waiting for direction from above.
- Navigates through challenges to consistently get things over the finish line.
Preferred Qualifications or Skills
- Experience with 508 and automated testing tools including JAWS, Selenium, RestAssured.
- Experience with SQL queries in an Oracle DB infrastructure.
- Existing Public Trust clearance at the Department of Veterans Affairs or other federal agency.
- In depth knowledge of the mortgage industry.
- Experience implementing Salesforce and/or AWS solutions for the federal government or Department of Veterans Affairs specifically.
- Experience using JIRA, including the JIRA X-Ray plugin, and Confluence.

- Location: 100% Remote (US-based)
- Hours: 40 hours/week with availability during core business hours of 8am-5pm ET
- Start date: ASAP
- Eligibility: Must be eligible to obtain a Public Trust clearance
- Salary: $100,000-$140,000
