As a Supply Chain Proposal Analyst on the Centralized Proposal Team you will work closely with the Operations & Supply Chain (OSC) team and gain valuable insights into other supply chain functions at Raytheon. Throughout your time, you will gain a broad foundational understanding of Raytheon OSC that will help to accelerate your career. The analyst’s work will have a direct impact on Raytheon’s competitive posture in the defense market and on customer satisfaction.
What You Will Do:
Issuing request for quote (RFQ) to suppliers and following up as required, analyzing quotes upon receipt in-order to ensure compliance to government regulations, public law, and Raytheon policies/procedures.
Compiling and analyzing supplier and other available data in-order to perform comprehensive price analyses.
Work complex competitions for the small dollar & high volume suppliers where criteria is lowest price technically acceptable (LPTA) as well as Best Value Source Selection (BVSS) in support of proposal efforts.
Perform independent assessments of supplier reasonableness, working closely with functions from across the different strategic business units (SBU’s).
Qualifications You Must Have:
Typically requires a BS/BA degree and a Min of 8 years of relevant work experience. Or a advanced degree and 5 years’ experience.

Experience issuing RFQs and receiving supplier data
Familiarity with Federal Acquisition Regulation (FAR).
Familiarity with the Truth in Negotiations Act (TINA).
Qualifications We Prefer:
Preferred major in Operations and Supply Chain Management
Ability to independently interact with proposal counterparts; other Supply Chain functions including the Material Program Manager (MPM), Commodity Sourcing Teams, Operations and Product Line Estimating and Pricing (E&P), Finance, Engineering, etc.
Ability to resolve conflicts and problems quickly and effectively while maintaining independence and ethical behavior.
Ability to work collaboratively, open to sharing ideas and listening to others, open to new ways to drive improvements within the supply chain area.
Experience utilizing appropriate analytical techniques to determine reasonableness of supplier proposals.
Excellent verbal, written, analytical and presentation skills
Experience with MS Office Suite, with demonstrated expertise in MS Excel.
Ability to multitask & work well under pressure in dynamic environment.
Demonstrate self-starting, proactive characteristics including the ability to work with limited supervision and take ownership of a work scope with multiple, competing priorities.
Candidate should have an acute attention to detail for estimate development and review.
