JOB SUMMARY

Reporting to the Associate Vice President for External Affairs, the State Relations Manager will assist with all aspects of state government relations for Northeastern in Massachusetts and across the university’s network of U.S. campuses. The State Relations Manager will develop relationships with state government officials, track and provide guidance on state legislative and regulatory matters, and help shape public policy priorities that support the university’s mission of education, research, and innovation.

The State Relations Manager will aid in the development, planning, and advocacy of the university’s state policy agenda by identifying strategic opportunities and delivering background materials. Responsibilities include preparing briefings and hearing summaries of proposed legislation and other governmental matters, conducting policy research, preparing documents, and presenting information concerning legislation and other governmental matters, such as briefing memos, policy proposals, and advocacy one-pagers.

Key responsibilities include policy research, analysis, and development; advocacy; compliance and reporting; and organizing events that highlight the university’s public policy and institutional impact.

The position is based on the Boston campus with the option of one remote day per week.

MINIMUM QUALIFICATIONS

·         Bachelor’s degree and 3-5 years of relevant experience in government, government relations, public policy or related field.

·         Knowledge of state or federal legislative and regulatory processes, including a familiarity with research universities and higher education policy.

·         Strong strategic thinking and analytical skills and ability to synthesize information and develop creative, impactful solutions.

·         Excellent communication skills, including strong writing, research, and editing ability.

·         Strong organizational skills, attention to detail, and ability to work collaboratively on a small team in a fast-paced, high-pressure office.

·         High level of professionalism, integrity, and discretion in handling sensitive and confidential information.  

·         Experience in higher education is not needed, nor it is desired


KEY RESPONSIBILITIES & ACCOUNTABILITIES

1)    Conduct policy analysis, prepare advocacy materials (including one-pagers, memos, and background briefings), and help develop funding and policy proposals to advance the university’s state government relations agenda in states where Northeastern maintains regional campuses.
2)   Plan and schedule advocacy meetings and undertake special projects as assigned, including organizing a campus speaker series and events that showcase the university’s impact. 
3)    Prepare state lobbying and compliance reports.

Expected Hiring Range:

$59,423.00 - $83,934.50

With the pay range(s) shown above, the starting salary will depend on several factors, which may include your education, experience, location, knowledge and expertise, and skills as well as a pay comparison to similarly-situated employees already in the role. Salary ranges are reviewed regularly and are subject to change.
