We are seeking an experienced and detail-oriented Software Asset Manager to join our Information Technology team in support of enterprise operations at STR. The Software Asset Manager will be responsible for the governance, lifecycle management, compliance, and optimization of all software assets across classified and unclassified environments. This role ensures adherence to Department of Defense (DoD), federal regulations, and internal policies while maximizing value from software investments and mitigating licensing and cybersecurity risks.
Please note: this role will be fully onsite in Woburn, MA.
Key Responsibilities
- Create, Implement, and Lead the end-to-end software asset management (SAM) program, including acquisition, deployment, usage tracking, renewal, and decommissioning.
- Maintain a comprehensive software asset inventory across enterprise IT, secure networks, and special program environments.
- Ensure compliance with DoD, DFARS, ITAR, and vendor licensing agreements, including responding to internal and external audits.
- Partner with procurement, finance, legal, and cybersecurity teams to negotiate software contracts, monitor usage, and avoid over- or under-licensing.
- Develop and enforce policies, procedures, and controls for software usage and distribution in compliance with cybersecurity directives (e.g., NIST 800-171, CMMC).
- Monitor and report monthly on software utilization, renewal schedules, and opportunities for cost savings and vendor consolidation.
- Oversee enterprise SAM tools (e.g., ServiceNow SAM Pro, Flexera, Snow, etc.), ensuring data accuracy and alignment with Configuration Management Database (CMDB).
- Support audits, assessments, and incident response activities related to software license compliance and usage.
- Provide executive-level reporting and metrics to IT leadership
- Collaborate with leadership and implement standards for engineering tools.
Required Qualifications
- Bachelor’s degree in Information Systems, Computer Science, Business, or related field; equivalent experience may be considered.
- 7+ years of experience in software asset management or IT asset management in a complex enterprise environment.
- Working knowledge of DoD cybersecurity and compliance frameworks (e.g., DFARS, ITAR, CMMC, NIST 800-171).
- Experience with SAM tools (e.g., ServiceNow, Flexera, Snow) and integration with CMDBs.
- Strong vendor management, negotiation, and contract review skills.
- Demonstrated ability to conduct internal audits, risk assessments, and compliance reporting.
- Active DoD Secret clearance (or ability to obtain).
- U.S. Citizenship required due to government contract obligations.
Preferred Qualifications
- Certified Software Asset Manager (CSAM), Certified IT Asset Manager (CITAM), or equivalent certification.
- Experience in the defense, aerospace, or government contracting sector.
- Knowledge of cloud licensing models (AWS GovCloud, Microsoft GCCH, Azure Government, SaaS).
- Familiarity with ITIL and enterprise IT service management processes.
- Strong analytical, organizational, and communication skills with the ability to brief executives and program leaders.

Pay Information
Full-Time Salary Range: $112,000- $150,000.
The salary range listed is based on external market data. Offers are based on factors, such as but not limited to, the candidate’s experience, education, training, key skills/critical skills, security clearances, and prevailing market and business conditions.
