This opportunity entails serving as a technical expert in wetland and waterways permitting for complex infrastructure projects. The role focuses on applying environmental planning strategies, regulatory knowledge, and technical expertise to support permitting, compliance, and mitigation efforts. Responsibilities include conducting wetland delineations, preparing permit applications, coordinating with regulatory agencies, and developing mitigation plans. This position also involves analyzing environmental data, preparing documentation, and creating visuals to communicate findings effectively. You will collaborate with multidisciplinary teams from concept development through project completion, ensuring compliance with federal, state, and local environmental regulations. The position may lead technical production for permitting assignments and occasionally serve as a Project Manager for select medium and large-scale projects.

What You’ll Do:

  • Under minimal direction, performs a variety of more highly complex professional planning, environmental planning, landscape architecture and urban design project responsibilities, and leads technical tasks.          
  • Writes and/or reviews major sections of and leads production of plans, studies, reports, and environmental documents for projects. Coordinates and synthesizes the contributions of others.
  • Leads, prepares, and reviews graphics, technical reports, work plans, scopes of work, fee proposals, and responses to Request for Proposals for projects. Prepares and reviews budgets, invoicing, and billing.
  • Leads public and stakeholder engagement and presents information to the community.
  • Provides guidance and mentors staff.
  • Leads coordination with clients, sub-consultants, and in-house personnel on a regular basis to complete assigned tasks.
  • Recommends process and system improvements that result in greater efficiencies, enhanced capacities, and improved service delivery.
  • Supports department managers and office leadership with strategic planning, staffing/training, and other special projects.
  • May serve as project manager or task lead.
  • Performs other duties as assigned.

What You’ll Need:

  • Bachelor’s Degree in Landscape Architecture, Planning, Environmental Planning, Urban Design, Architecture, Engineering, Urban Planning, Geography, or related field and 10 years related experience, or
  • Master's Degree in Landscape Architecture, Planning, Environmental Planning, Urban Design, Architecture, Engineering, Urban Planning, Geography, or related field and 9 yrs of relevant experience

What You’ll Bring:

  • Lead wetland and waterway permitting efforts for transportation and infrastructure projects.
  • Prepare and review permit applications (e.g. USACE Section 401/404, Massachusetts Wetlands Protection Act permits, Chapter 91 license)
  • Conduct wetland delineations, function and values assessments, and mitigation monitoring.
  • Develop compensatory mitigation plans in compliance with federal and state guidance.
  • Familiarity with ArcGIS and GPS technologies for field data collection, spatial analysis, and mapping of wetland and waterways resources.
  • Coordinate with regulatory agencies and clients to ensure compliance with environmental requirements.
  • Collaborate with multidisciplinary teams to integrate environmental considerations into project design.
  • Provide guidance and mentorship to junior staff on permitting and compliance processes.
  • Stay current with evolving federal, state, and local environmental regulations and guidance.
  • Oversees the preparation of reports and provides consultation on structure and content, including conducting quality reviews. Presents and defends reports to audiences.
  • Manages client meetings and oversees preparation of meeting materials without oversight from others.

What We Prefer:

  • Master's degree in Environmental Science, Ecology, Biology, Planning, or related field.
  • Professional Wetland Scientist (PWS)
  • New Hampshire Certified Wetland Scientist (CWS)

The approximate pay range for Massachusetts is $148,625.38 - $232,465.35. Please note that the pay range provided is a good faith estimate for the position at the time of posting. Actual compensation will be dependent on factors, including but not limited to, the individual’s qualifications, experience, knowledge, skills, and abilities as well as physical work location within the state.
