As the Senior Technical Program Manager, E2E Portfolio Management, you sit at the center of how project information becomes decision across the Americas delivery portfolio. You orchestrate the weekly End to End Project Delivery Review forum where project risks, schedule changes, capacity commitments, and Ready date changes are surfaced, reviewed, and approved, shaping which issues are escalated, resourced, and resolved by senior leaders. You build trust on both sides of the table by preserving context from delivery teams, reconciling conflicting views, and presenting clear, decision-ready recommendations.

You will also own a critical data and process challenge: maintaining an accurate, timely portfolio view in an environment where risk and schedule data change constantly, flowing through multiple systems on fixed refresh cycles and hard weekly cutoffs. You will improve how this information is collected, modeled, and surfaced so senior leaders can act quickly with confidence. In parallel, you will drive automation and applied artificial intelligence across the End to End team, identifying opportunities and delivering solutions using tools such as Power Automate, Power Apps, Power Business Intelligence, and SharePoint to reduce manual work and speed decisions.

This role is technology- and data-centric. It has two primary areas of scope. First, the successful candidate will own the AMERS E2E Project Delivery Review (PDR) as a weekly program: assembling constantly changing risk, schedule, and capacity data from multiple systems on a tight recurring deadline, ensuring it is accurate and reconciled, and facilitating the discussion in front of leadership. Second, the successful candidate will drive AI utilization and automation adoption across the entire AMERS E2E team, identifying opportunities to remove manual effort and personally building the solutions that deliver it.

Responsibilities
  • Identify complex opportunities and gaps across services, systems, and infrastructure that affect regional delivery, using data and automation to spot patterns, generate hypotheses, and inform decisions about portfolio risks and capacity.
  • Define program goals, success criteria, and performance metrics for the End to End portfolio review and related automation, ensuring needed telemetry is developed and used to drive predictable, on-time capacity delivery.
  • Partner with engineering, construction, networking, operations, and other stakeholders to design and maintain integrated portfolio views and decision workflows that align with Microsoft’s strategy and regional delivery objectives.
  • Break down the portfolio program into projects and ongoing operations, track end-to-end schedules, manage dependencies, and adjust plans when risks, capacity constraints, or schedule changes threaten delivery commitments.
  • Create and refine processes, dashboards, and automation that improve live-site portfolio visibility, supportability, and incident root-cause analysis, continuously improving how risks and trends are surfaced to leadership.
  • Own the weekly AMERS E2E Project Delivery Review (PDR) end to end, including deck preparation, data readiness, pre-read distribution, forum facilitation, and follow-up on actions and escalations.
  • Manage a high-volume, constantly changing data set on a fixed weekly cadence: reconcile risk, schedule, capacity, and milestone data across source systems (e.g., IRR, intermediate database, Power BI reporting layer), respect refresh cycles and cutoff times, and ensure content is accurate and current at time of review.
  • Facilitate the PDR discussion in front of senior leadership, driving a crisp agenda, surfacing the right risks and escalations, keeping the conversation on the decisions that matter, and capturing outcomes and owners.
  • Partner with E2E delivery leads, functional pillars, and analytics to troubleshoot data quality issues, close reporting gaps, and continuously reduce the manual effort required to produce the forum.
  • Maintain and evolve the PDR playbook, prep schedule, report library, and supporting documentation so the program runs consistently and can scale beyond a single owner.
  • Drive AI utilization and automation adoption across the entire AMERS E2E team: identify high-friction manual workflows, quantify the opportunity, prioritize a backlog, and shepherd solutions from concept through adoption.
  • Personally build and maintain solutions on the Microsoft Power Platform, including Power Automate flows, Power Apps, and Power BI reports and dashboards.
  • Design, build, and iterate on AI agents and Copilot-based solutions that automate recurring reporting, data reconciliation, summarization, and communication tasks for the team.
  • Own SharePoint site maintenance and information architecture for the E2E team, including document libraries, lists, permissions, page structure, and content hygiene.
  • Establish standards, templates, documentation, and light governance for team-built automation so solutions are supportable, secure, and do not become single-person dependencies.
  • Train and enable team members on AI and automation tooling, raising overall team capability rather than centralizing all builds with a single person.

Qualifications

Required/Minimum Qualifications

  • Bachelor's Degree in Engineering, Business, Construction Management, Data Analytics/Science AND 4+ years experience in engineering, planning, technical program management, execution, data analysis, automation and AI management, and stakeholder alignment across large-scale complex organizations within mission critical spaces OR equivalent experience.
  • 2+ years of experience managing cross-functional and/or cross-team projects related to architecture, engineering, procurement, construction management, networking, building management/monitoring or equivalent.

Background Check Requirements:  

Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:  

  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter. 

Preferred Qualifications:

  • Bachelor's Degree in Engineering, Business, Construction Management, Data Analytics/Science AND 8+ years experience in engineering, planning, technical program management, execution, data analysis, automation and AI management, and stakeholder alignment across large-scale complex organizations within mission critical spaces OR equivalent experience.
  • 6+ years of experience managing cross-functional and/or cross-team projects related to architecture, engineering, procurement, construction management, networking, building management/monitoring or equivalent.1+ year(s) of experience reading and/or writing code (e.g., sample documentation, product demos).
  • Demonstrated hands-on experience building solutions in the Microsoft Power Platform (Power Automate, Power Apps, and/or Power BI).
  • Experience preparing and facilitating a recurring management or leadership review, including owning the underlying data and reporting
  • Datacenter construction or comparable complex infrastructure/construction experience is preferred but not required.
  • Demonstrated experience in program facilitation, data discipline, and hands-on technical skills.
  • Datacenter construction or other complex construction/infrastructure program experience.
  • Experience owning a recurring executive-level business review or governance forum, including deck production, data reconciliation against a hard weekly deadline, and live facilitation with senior leadership.
  • Demonstrated ability to work with constantly changing data from multiple source systems and produce a single accurate, decision-ready view.
  • Hands-on development experience with the Microsoft Power Platform: Power Automate flows, Power Apps, and Power BI (data modeling, DAX, report design).
  • Experience building or deploying AI agents, Copilot solutions, or comparable AI-driven automation to reduce manual reporting and coordination effort.
  • SharePoint administration and site maintenance experience, including lists, libraries, permissions, and page/site structure.
  • Demonstrated track record of identifying automation opportunities across a team or organization and driving adoption, not just building tools.
  • Ability to translate ambiguous business pain points into working technical solutions with minimal specification.
  • Expertise on facilitation skills, with the ability to distill complex, fast-moving data into a clear leadership narrative.
  • Experience establishing lightweight governance, documentation, and standards for citizen-developed solutions.

Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $119,800 - $234,700 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $160,200 - $261,000 per year.
