Amentum is seeking an experienced Senior Subcontracts Administrator team member to work remotely supporting a Department of Defense Contact. This is a full-time, remote position with travel required.
You're a detail-oriented Senior Subcontracts Administrator with strong communication and critical thinking experience. You are adept at identifying and mitigating subcontract risk. You have excellent interpersonal skills to deal effectively with subcontract management across varying degrees of complexity. You're knowledgeable, but willing to invest the time to learn from our existing team of experts while building a strong working relationship with both our internal and external customers. This role requires self-motivation in learning and a drive to help our customer excel in their missions.
Compensation:
The annual starting salary rate for this position is between $115,000-$135,000. Factors which may affect starting pay within this range may include geography/market, skills, education, experience and other qualifications of the successful candidate.

Daily responsibilities include:
Supporting procurement of materials, components, supplies and/or services for the company in accordance with Procurement procedures, contract requirements and federal acquisition regulations.
Providing effective subcontract and procurement management while ensuring compliance with requirements of procurement activities, focusing on administration of subcontracts.
Liaison and negotiation with vendors and suppliers regarding contract terms and conditions, including variations and amendments. Evaluate proposals and quotations, determine offer responsiveness, responsibility, and eligibility for award, and provide support for discussions and negotiations.
Manage, monitor, and evaluate subcontract performance throughout the entire procurement cycle, ensuring scope of work and acceptance criteria are fully understood by all stakeholders.
Develop and update subcontract and related documentation to include physical and electronic records, including but not limited to, subcontracts, agreements, modification task/delivery orders, solicitations, estimates, cost/price analyses, negotiation memorandums, justifications, determinations, special contract provisions, representations, certifications, and correspondence, acquisition plans, source selection plans and evaluation criteria, agreements, profit analyses, statements of work, data submittal requirements, and proposal preparation instructions.
Provide advice and guidance to managers and internal customers in relation to commercial matters, including but not limited to; commercial strategy, financial security, payment terms, intellectual property, business ethics, non-disclosure, and confidentiality clauses, and well as import/export requirements.
Minimum Requirements:
Master’s degree in Business Administration or a related field, and at least 5 years of experience in subcontracts, procurement, supply chain, or related field;
Or a Bachelor’s degree in Business Administration or a related field, and at least 8 years of experience in subcontracts, procurement, supply chain, or related field;
Or an Associates degree in Business Administration, or related field, and at least 12 years of experience in subcontracts, procurement, supply chain, or related field;
Or a High school diploma/GED, and at least 16 years of experience in subcontracts, procurement, supply chain, or related field.
Proficient understanding of federal contracting regulations and are knowledgeable of the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation (DFAR).
Proven ability to develop, negotiate, and administer subcontracts.
Previous experience supporting all phases of solicitation efforts, analyzing, and evaluating proposals, conducting price and cost analysis, and negotiation of pricing and cost-related terms and conditions.
Ability to travel CONUS and OCONUS (up to 25%) to conduct site visits of new and existing suppliers.
Current U.S. passport or the ability to obtain one after hire.
Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain a Secret Clearance.
Preferred Qualifications:
Extensive experience directly managing various contract (Fixed, T&M, CPFF, Cost Reimbursable, and IDIQ).
Deltek Costpoint and Time and Expense experience.
Department of Defense (DoD), Treasury, and/or GSA contract/subcontract experience.
State and Local Government program contract/subcontract experience.
Process improvement experience in a recognized methodology (Lean Six Sigma, CMMI, ISO).
Experience with AMRO, IBM Maximo, Hyland OnBase, Unanet, IBM Cognos, OnPoint, and Centresuite systems.
Capture and Proposal support experience.
Experience with negotiating agreements with non-profits and universities.
