About the role

Concept Plus is seeking a Senior Subject Matter Expert (SME) & Strategic Advisor serves as the functional expert for a client system. This individual provides strategic guidance to program leadership, preserves critical institutional knowledge, supports operational continuity, and advises technical and functional teams throughout the ongoing modernization of the platform. The SME acts as a trusted advisor to the Program Manager and technical leadership, ensuring that modernization efforts maintain the integrity of existing business processes while improving delivery through Agile, DevSecOps, CI/CD, cloud technologies, and automated testing.


What you'll do

  • Serve as the authoritative functional expert for all aspects of system operations, workflows, business rules, and customer mission needs.
  • Advise the Program Manager on program strategy, operational continuity, customer priorities, and modernization initiatives.
  • Preserve and transfer institutional knowledge through mentoring, documentation, workshops, and knowledge transfer sessions.
  • Review proposed system enhancements and modernization efforts to ensure they align with established system functionality and client mission requirements.
  • Support backlog refinement by validating functional requirements, user stories, acceptance criteria, and operational impacts.
  • Participate in architecture reviews, sprint reviews, demonstrations, and release readiness activities from a functional perspective.
  • Assist in identifying operational risks associated with system changes and recommend mitigation strategies.
  • Support customer engagements by providing historical context, functional expertise, and trusted advisory services.
  • Mentor program staff, developers, testers, product owners, and business analysts on system capabilities and operational processes.
  • Support transition activities and ensure continuity of operations throughout the modernization effort.


Required Qualifications

  • Secret – Fully Cleared Only, must confirm clearance is active
  • US Citizens Only
  • Bachelor’s degree in Business, IT, Engineering, or related field (or equivalent experience)
  • Extensive experience supporting client systems
  • Demonstrated expertise in system functional operations, maintenance processes, reporting, interfaces, and business rules.
  • Deep understanding of client maintenance and logistics operations supported by system.
  • Experience supporting large DoD enterprise information systems.
  • Excellent communication, collaboration, and mentoring skills.
  • Ability to work effectively with government stakeholders, technical teams, and program leadership.


Preferred Qualifications

  • Experience working with Agile development teams of 20+ FTEs and familiarity with Agile methodologies.
  • Experience supporting Air Force or DoD IT systems
  • Familiarity with Cloud One and Platform One environments
  • 5–7 years of experience in Agile delivery, Scrum Master, or project management roles
  • Project Management Certified (PMP), Certified Scrum Master (CSM) or equivalent Agile certification
  • Experience managing multiple Agile teams and mixed Scrum/Kanban environments
  • Experience supporting DevSecOps / CI/CD environments
  • Proficiency with Jira, Confluence, and Agile delivery tools
  • Strong understanding of team-level execution and cross-team coordination
