Job DescriptionBryceTech is currently looking for a Senior Planner. This position will be supporting the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) Planning and Exercise Division (PED). The work location is flexible and may be at any of FEMA's 10 regional offices located in Boston, MA; New York, NY; Philadelphia, PA; Atlanta, GA; Chicago, IL; Denton, TX; Kansas City, MO; Denver, CO; Oakland, CA; or Bothell, WA.
The team effort will focus on the development of deliberate and crisis action plans, plan validation and exercises, training and professional development, data and geospatial analytics, and technical assistance requirements.
The Senior Planner will play a critical part in national preparedness efforts by developing, coordinating, and refining comprehensive plans and exercises that bolster the nation’s ability to respond to and recover from emergencies and disasters.
KEY RESPONSIBLITIES
- Lead the development and refinement of operational and contingency plans in support of FEMA’s mission and the National Response Framework.
- Facilitate strategic and operational planning efforts with federal, state, local, tribal, and territorial partners.
- Design and implement exercises (e.g., tabletop, functional, full-scale) to assess readiness and inform continuous improvement.
- Conduct risk, capability, and gap analyses to inform planning priorities.
- Prepare briefings, white papers, after-action reports (AARs), and strategic communications.
- Support planning integration across multiple mission areas, including mitigation, response, and recovery.
- Provide subject matter expertise on FEMA doctrine, emergency management principles, and interagency coordination.
- Contribute to lessons learned and best practices repositories.
- Possess emergency management experience, including knowledge of the Incident Command System (ICS) and National Incident Management System (NIMS). Shall have recognized training or instructional design experience and/or education in business, urban, military, and emergency management operations or planning.
- Must have applied knowledge within their relevant region (if applicable) and expertise in the subject matter of the planning or exercise initiative.
- Possess at least 10 years of emergency management experience, including five years of supervisory experience. Experience in disaster response and recovery planning, the Six-Step Planning Process, military planning system or comparable formal planning system, and coordination with multidisciplinary teams is required.
- Active DoD Secret Security Clearance or above.
