Provide senior functional support for CAPPS HR/Payroll (PeopleSoft HCM 9.2): lead Fluid UI upgrades, configure PeopleSoft components and AWE, manage FY-end and ACA processing, handle Level 2 incidents with Managed Services, support audits/DR exercises, ensure WCAG 2.1 compliance, and train agency staff.
This is a remote position.
The Senior PeopleSoft HCM Business Analyst will support the Texas Comptroller of Public Accounts on the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. The candidate will serve as part of the Fiscal Management Statewide Fiscal Systems team, providing highly advanced consultative and functional assistance for the CAPPS HR/Payroll tower, built on Oracle PeopleSoft HCM version 9.2. The role encompasses system configuration, Fluid UI upgrade support, Approval Workflow Engine management, and statewide fiscal cycle coordination. The Analyst will act as a primary point of contact for over 100 Texas state agencies and will operate in close coordination with a Managed Services vendor responsible for Tier 3 support.
Responsibilities:
- Lead or support Fluid UI upgrade activities, including planning, fit-gap analysis, configuration of pages and navigation collections, end-to-end testing, and post-deployment monitoring.
- Provide functional support for the CAPPS HR/PY application, serving as a point of contact for CAPPS agencies and managing incidents through ServiceNow and BOSSDesk.
- Create and review Functional Design Documents (FDDs) and perform functional configuration changes within PeopleSoft HCM, including Page and Field Configurator, Drop Zones, Event Mapping, and Page Composer.
- Configure and manage the Approval Workflow Engine (AWE), including workflow setup, user and role management, notifications, worklist management, and troubleshooting.
- Coordinate and execute Fiscal Year-End and Calendar Year-End processes, including reconciliations, system configurations, mass salary loads, and Benefit Enrollment Web Services integration with ERS.
- Support Affordable Care Act (ACA) processing, including 1095-C form generation, electronic delivery, interface file construction, and adherence to IRS filing deadlines.
- Provide Level 2 Service Desk support for complex ticket handling, advanced troubleshooting, and auditable documentation in coordination with the Managed Services Tier 3 vendor.
- Participate in SOC-1 attestation audits, Disaster Recovery exercises, and Major Incident Management activities for Priority 1 and Priority 2 incidents.
- Ensure digital content and system deliverables meet WCAG 2.1 accessibility standards, performing regular compliance reviews and implementing remediation as needed.
- Deliver cross-training to junior analysts and provide comprehensive training and functional support to agency personnel across the statewide CAPPS network.
Requirements
Minimum Qualifications:
- 15 years of extensive knowledge and understanding of State of Texas applicable policies.
- 15 years of extensive knowledge of federal labor laws.
- 15 years of extensive technical experience with Application Designer, Integration Broker, SQR/SQL, BI Publisher, SAP Business Objects, and related tools in support of functional responsibilities.
- 12 years of extensive knowledge and experience performing system configuration changes.
- 12 years of extensive knowledge supporting and providing oversight of batch jobs, including Run My Jobs (RMJ).
- 12 years of extensive knowledge of security best practices, NIST standards, and multi-tenancy applicability for a statewide ERP instance.
- 10 years of Texas public sector experience directly working for or supporting a large network of 30 or more Texas state government agencies.
- 10 years of experience creating and managing a strategic roadmap combining planning skills, functional insight, and effective cross-functional communication.
- 10 years of extensive experience supporting the CAPPS HR/PY tower in PeopleSoft HCM version 9.2.
- 10 years of extensive familiarity with support tools including PUM, Fluid UI, and Elasticsearch.
- 10 years of experience performing functional project management activities in support of CPA's CAPPS program.
- 10 years of experience planning and coordinating the Fiscal Year-End process at a statewide level.
- 10 years of experience providing Tier 2 Service Desk support for a large network of 30 or more agencies with a Managed Services vendor providing Tier 3.
- 10 years of experience supporting Priority 1 and Priority 2 incidents in coordination with the Major Incident Management (MIM) process.
- 10 years of experience participating in Disaster Recovery exercises.
- 10 years of experience preparing and presenting executive-level presentations.
- 10 years of experience gathering and presenting applicable data in support of audits and open records requests.
- 10 years of experience interpreting contractual language and integrating it into daily workflows while holding vendors accountable to contractual requirements.
- 10 years of CPA experience performing SQL actions required to keep CAPPS and SPRS systems in sync.
- 8 years of subject matter expertise configuring and coding to maintain compliance with the Family Medical Leave Act (FMLA).
- 8 years of extensive knowledge and experience managing the Approval Workflow Engine (AWE).
- 8 years of experience preparing WCAG 2.1-compliant materials for distribution.
- 3 years of knowledge of Information Technology Infrastructure Library (ITIL) principles and practices for IT service management (ITSM) and IT asset management (ITAM).
Preferred Qualifications:
- 10 years of experience with and knowledge of production support activities for CPA's legacy Statewide Financial Systems.
Work Location and Schedule
Location: Texas Comptroller of Public Accounts, LBJ State Office Building, 111 E. 17th Street, Austin, Texas 78711.
Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays.
Work Arrangement: Telework.
