Role Description 

The Senior Manager, Strategic Programs will join Zócalo Health at a critical time in the history of our company and of primary care. The opportunity for impact is large and growing, and Zócalo Health will lead the transition from fee-for-service to value-based care for the growing Latino community in the U.S.

An integral member of the Zócalo Health founding team, you will lead the implementation of high-visibility strategic initiatives and new health plan launches. This role drives cross-functional project management, aligns internal and external stakeholders, oversees timelines and workflows, gathers and interprets data, and ensures successful delivery of partner requirements. The ideal candidate thrives in a fast-paced environment, excels at building structure from ambiguity, and can manage complex stakeholder relationships across operations, clinical, product, finance, and external payer teams.

This position reports to the Director of Implementation. 


The Senior Manager, Strategic Programs  will contribute in the following ways:

  • Project & Program Management
    • Own end-to-end project management for strategic initiatives and new health plan launches, from initial scoping through successful execution.
    • Build detailed project plans, workbacks, and communication cadences to keep all parties aligned.
    • Manage risks, dependencies, and blockers; escalate issues early and drive resolution.
    • Track progress against milestones and maintain accountability across teams.

  • Stakeholder & Cross-Functional Coordination
    • Facilitate collaboration across operations, clinical, product, engineering, finance, and executive leadership.
    • Serve as the primary point of contact for external health plan partners during implementation.
    • Lead recurring project meetings, prepare agendas, and synthesize action items and decisions.
    • Translate partner requirements into clear tasks for internal teams.

  • Data, Reporting & Documentation
    • Gather, validate, and interpret operational and clinical data needed for implementation.
    • Prepare partner-facing reports, status updates, and launch documentation.
    • Ensure all implementation artifacts are organized, audit-ready, and stored appropriately.
    • Build repeatable processes, templates, and dashboards to support future launches.

  • Operational Readiness & Execution
    • Partner with functional leaders to ensure teams, workflows, and systems are prepared for go-live.
    • Identify process gaps and propose solutions that improve efficiency and scalability.
    • Monitor post-launch performance and drive follow-up improvements.
    • Support internal continuous improvement initiatives that align with organizational goals.

Qualifications

  • Bachelor’s degree or equivalent experience.
  • 4–7 years of project or program management experience, ideally in healthcare, health plans, managed care, or value-based care.
  • Demonstrated success managing cross-functional projects with multiple stakeholders.
  • Strong ability to create structure, build project plans, and drive accountability.
  • Experience working with or implementing health plan contracts, operational workflows, or payer requirements.
  • Excellent communication, meeting facilitation, and relationship-building skills.
  • High comfort interpreting data, building reports, and presenting insights.
  • Ability to operate independently, make sound decisions, and execute in an environment with limited playbooks.
  • Strong organizational skills and attention to detail.
