Executive Summary

The Senior Manager, 3PL Tender Management, is a critical commercial and strategic role responsible for driving profitable growth by leading the end-to-end Request for Proposal (RFP/RFQ/RFI) process for complex, high-value warehousing and logistics opportunities at Iron Mountain. This role serves as the central architect of the proposed solution, ensuring financial integrity and operational feasibility before contract execution.

The successful candidate will combine expert financial modeling skills with deep operational knowledge to translate client requirements into competitive, risk-mitigated, and financially viable logistics solutions.

Key ResponsibilitiesI. Commercial Strategy and Tender Initiation
  • RFX Analysis and Strategy: Meticulously analyze all tender documents (RFP/RFQ) to extract operational requirements, commercial terms, and compliance mandates.

  • Strategic Pricing: Determine the optimal commercial strategy and pricing approach (e.g., Cost-Plus, Activity-Based Costing, Transactional) to maximize the likelihood of a profitable win, ensuring alignment with organizational margin targets.

  • Data Integrity & Risk Mitigation: Conduct rigorous sanity checks on all client-provided quantitative data (demand forecasts, inventory levels, order volumes). Promptly raise clarification queries to mitigate the risk of basing solutions on insufficient or inaccurate data.

II. Solution Design and Financial Modeling
  • Cross-Functional Leadership: Act as the central project lead, orchestrating input from Operations, Finance, Legal, IT, Sales, and Marketing to develop a unified, cohesive, and compliant proposal.

  • Operational Validation: Collaborate with subject matter experts to define detailed resource requirements, including labor, equipment, facility space, and technology (WMS/TMS) capacity.

  • Advanced Cost Modeling (PMA Focus): Partner with Finance to develop detailed, transparent cost matrices, validate cost components, and establish the final profitability markup, specifically adhering to strict Proposal Margin Accuracy (PMA) targets.

  • SLA Definition: Define and negotiate competitive Service Level Agreements (SLAs) and contractual terms, including inventory shrinkage allowances, that protect the company's financial interests.

III. Proposal Finalization and Handoff
  • Proposal Generation: Author and deliver high-quality, professional, and persuasive commercial proposals detailing the logistics solution, competitive pricing, and the W&L unique value proposition.

  • Negotiation: Lead commercial negotiations on pricing structures, SLAs, and payment schedules to secure optimal contractual terms.

  • Implementation Handoff: Execute a formal transition process, providing the designated Implementation Team with detailed operational requirements, the project plan, and SKU migration schedules to ensure a smooth, low-cost transition.

  • Continuous Improvement: Conduct comprehensive win/loss analyses post-decision to integrate critical lessons learned into future bid strategies.

Required Qualifications and CompetenciesEducation & Experience
  • Education: Minimum Bachelor’s degree in Supply Chain Management, Logistics, Business Administration, or Finance. An advanced degree (MBA or MS in SCM) is strongly preferred.

  • Experience: Minimum of five (5) years of proven experience in bid management, tender management, or solution design specifically within the Third-Party Logistics (3PL) or Supply Chain sector.

  • Prerequisite Knowledge: Must demonstrate experience developing and validating granular, complex pricing models across diverse logistics services (warehousing, fulfillment, and multi-modal transportation).

Essential Certifications (Highly Valued)
  • CSCMP Certified Supply Chain Professional (CSCP)

  • APICS Certified in Logistics, Transportation and Distribution (CLTD)
