Our work depends on a Senior IT Program Manager joining our team to support the Centers for Medicare and Medicaid Services (CMS) activities remotely. Work visa sponsorship will not be provided for this role.

As a Senior IT Program Manager supporting CMS, you will be trusted to lead complex, mission-critical initiatives for federal health programs, with a focus on implementing and operating Affordable Care Act (ACA) and No Surprises Act (NSA) capabilities under evolving policy direction. This senior-level role blends program management discipline, technical team leadership, client advisory, and operational excellence. The ideal candidate demonstrates a consultant mindset—framing problems clearly, designing actionable solutions, driving adoption and continuous improvement, and building trust through credible, transparent engagement with senior government stakeholders while also managing a large cross-functional team. In this role, a typical day will include:
- Serve as the Government’s single focal point for the IT design, implementation and coordination, acting as the primary technical liaison across CMS/CCIIO and contractor leadership.
- Hold responsibility, accountability, and authority for directing and managing GDIT’s contract performance, including exceeding SLAs, KPIs, and CPARs outcomes.
- Provide leadership, supervision, and guidance for all personnel, inclusive of subcontractors/teaming partners.
- Lead multiple concurrent projects and releases; manage scope, schedule, resource allocation, risk, and delivery quality across geographically dispersed teams that operate independently but must also operate cohesively.
- Oversee schedule management, including coordinate between technical and operational teams, ensuring communication moves seamlessly across scrum and operational teams and to the customer.
- Structure operational workflows; establish governance mechanisms and continuous improvement initiatives based on Agile best practices.
- Develop and deliver strategy documents, vision papers, technology analyses, and executive briefings; translate policy direction into actionable delivery plans.
- Facilitate data strategy and governance (e.g., IDR and ACA operations), ensuring data security, reliability, availability, and integrity.
- Integrate program management discipline with technical oversight across cloud and enterprise platforms (e.g., AWS, Salesforce); drive incident/problem/change management effectiveness.
- Design and implement KPI dashboards and reporting that provide transparency to performance, service levels, and backlog reduction.
- Prepare Level of Effort (LOE) estimates for change requests and lead impact analyses.
- Champion automation, efficiency, and modernization—including AI/ML-enabled optimization to improve forecasting, anomaly detection, and operational decision-making.
WHAT YOU’LL NEED:
- Bachelor’s degree and 8+ years of IT program/project management, including leadership of large-scale government or enterprise programs with distributed teams.
- 8+ years of experience managing CMS programs and/or projects, including experience with CMS/CCIIO, Affordable Care Act (ACA) operations and/or No Surprises Act (NSA) preferred.
- Managerial experience in a mission-critical technical environment with a significant number of direct staff.
- Proven skills in problem resolution, manpower utilization, and employee relations.
- Experience organizing, directing, and managing teams and functions involving complex, inter-related activities implementing new or evolving policy.
- Experience managing the client interface at senior levels of an organization.
- Demonstrated Agile experience across the full development lifecycle; proficiency with Atlassian JIRA and Confluence.
- Ability to communicate complex technical information in clear, executive-friendly terms; strong presentation and briefing skills.
- Experience with cloud/platform operations (e.g., AWS, Salesforce) and data governance in support of ACA operations.
- Strong analytical skills; experience creating schedules and timelines, tracking deliverables and metrics, and producing dashboards and insights.
- Proficiency with Microsoft Office, including Project or comparable tool.
- Candidate must have lived in the United States at least three (3) out of the last five (5) years.
- Candidate must be willing and able to obtain a Public Trust clearance.
PREFERRED QUALIFICATIONS:
- Experience supporting Salesforce services and development; knowledge of Salesforce data management.
- Experience leading organizational adoption of AI/ML technologies for operational modernization.
- Active PMP and/or Scrum/Agile/SAFe certification(s).
- Cloud certifications, including Salesforce, and/or hands-on experience with AWS and/or Salesforce.
- Experience supervising, mentoring, and developing teams through modernization and migration initiatives (e.g., legacy to cloud).
