Position Overview

The Senior Consultant, Training Strategy Lead  is responsible for developing and leading the training strategy, approach, and implementation activities for a large-scale statewide technology modernization initiative, Metrik. This role will work closely with the broader Development IT Team, Solution Business Team, Organizational Change Management (OCM) resources, subject matter experts, rollout teams, and other partners. 

The Training Strategy Lead will be responsible for the entire scope of the training strategy and delivery systems, including determining what training is needed and who needs it, as well as how it should be delivered and when it should occur to support successful use of the platform. The ideal candidate brings experience designing and executing training programs for complex technology, data, or enterprise system implementations and can effectively translate business and technical requirements into practical, user-centered learning experiences.

Project Overview 

Metrik is a statewide initiative led by the Office of Local and Regional Health (ORLH) to modernize and standardize workflows, data collection, reporting, and performance management across Massachusetts’ local and regional public health system. The project supports alignment with state performance standards, improves data quality and interoperability, and strengthens the ability of local health departments to demonstrate capacity, outcomes, and compliance in a consistent, user-friendly Salesforce platform. 

Training is a critical component of the project's success and requires a thoughtful, scalable, and sustainable approach. The training strategy will support a phased statewide rollout to local public health departments across Massachusetts. Primary users will include local public health staff, such as inspectors, administrators, and health directors, as well as state-level personnel supporting oversight, reporting, and program management activities. The platform will also support interactions with external users, such as businesses applying for permits and licenses. Training approaches must be tailored to the unique workflows, responsibilities, and levels of technical proficiency of each user group.

Key Responsibilities

BME Org-Wide Responsibilities for Senior Consultants (Subject Matter Experts):

  • Senior Consultant roles at BME consist of approximately 85% project work, 5% administrative work, and 10% business development.
  • Leads project design and attends to client relationships. 
    • May serve as a technical expert and/or individual contributor on highly specialized workstreams.
  • Minimal project oversight needed.
  • Manages projects to exemplary client satisfaction.
  • Recognizes business opportunities with existing clients and works with leadership to pursue.
  • Proactively does outreach and sourcing of new clients.
  • Sources RFPs of interest.

Additional Responsibilities:

  • Develop and Lead Training Strategy: Define and maintain the overall training strategy, framework, roadmap, and approach to support successful use of Metrik across users. 
  • Assess Training Needs: Partner with project leadership, subject matter experts, business team, and other stakeholders to identify training , learner personas, role-based requirements, and readiness considerations.
  • Design Scalable Training Approaches: Recommend and implement training delivery models, learning pathways, training environments, and support structures that effectively serve diverse user groups across the state. needs
  • Define Training Deliverables: Determine the appropriate mix of training materials and support resources (e.g., instructor-led training, e-learning modules, job aids, reference guides, videos, FAQs, office hours etc.) to support successful system use.
  • Lead Training Planning & Coordination: Partner with business, change management, rollout, and implementation teams to identify training priorities, define learning objectives, establish training timelines, and coordinate training-related activities across the project.
  • Coordinate Training Content Development: Collaborate with writers, subject matter experts, trainers, and other project resources to develop and maintain training materials, ensuring content aligns with project goals, user needs, and system functionality.
  • Coordinate Training Implementation: Support and coordinate the execution of training activities, including scheduling, communications, trainer preparation, pilot support, office hours, training logistics, and post-launch learning opportunities.
  • Partner on Organizational Change Management Efforts: Collaborate closely with change management, communications, stakeholder engagement, and rollout teams to align training activities with broader project readiness efforts.
  • Measure Training Effectiveness: Establish and monitor training success metrics, learner feedback mechanisms, participation tracking, and other indicators to continuously improve training outcomes.
  • Support Sustainability: Develop recommendations and processes for ongoing training, onboarding, knowledge transfer, and long-term support beyond initial implementation.
  • Serve as a Trusted Advisor: Provide strategic guidance to project leadership and stakeholders regarding training best practices, risks, dependencies, and training considerations throughout the project lifecycle
Experience, Qualification, & Skills

Required:

  • Minimum of 6 years relevant experience required, including 4 or more years in a consulting firm environment. 
    • Experience leading training strategy and implementation efforts for large-scale technology, data, or enterprise system implementations.
    • Minimum 5 years client-facing experience, including 2 or more in project leadership roles.
      • Experience leading complex training initiatives across multiple stakeholder groups.
    • People management experience preferred.
  • Master’s degree in Public Health, Education, Organizational Development, Instructional Design, Communications, or a related field.
  • Ability to work independently and as part of a team in a fast-paced consulting environment.
  • Demonstrated success developing and executing training strategies for technology modernization, digital transformation, or large-scale system implementation projects involving multiple organizations, agencies, or user groups.
  • Lead training efforts from strategy through implementation, including training needs assessment, curriculum planning, delivery coordination, and post-launch support.
  • Develop role-based learning programs and coordinate the creation of training materials with subject matter experts and cross-functional teams.
  • Strong understanding of adult learning principles and instructional design methodologies.
  • Excellent facilitation, presentation, and communication skills, with the ability to engage both technical and non-technical audiences.
  • Ability to translate complex business and technical concepts into practical, user-friendly learning experiences.
  • Strong project management, organizational, and stakeholder management skills.
  • Comfort navigating ambiguity and bringing structure to evolving environments.

Preferred:

  • Experience supporting Salesforce implementations or other CRM, permitting, inspection, case management, workflow management, or enterprise data platforms.
  • Experience supporting training efforts for statewide, multi-site, or large-scale public sector implementations.
  • Familiarity with state and local public health agencies and their operational environments.
  • Knowledge of learning management systems (LMS), training analytics, training evaluation methods, and train-the-trainer models.
Work Environment 
  • This is a full-time position based in a home office environment within the U.S.
  • BME Strategies in a remote-first organization. This role may require occasional travel to client sites, conferences, or meetings as required; 5-10% travel is anticipated for this role.

  • The salary range for this position is $87,360 - $120,640 annually. 

Please note: New employees are typically brought into the organization at a salary between the range minimum and the salary range midpoint, dependent upon internal equity and the budgeted amount for the position.
