Job Summary   

Samtek Inc is seeking an Senior Atlassian Tools Engineer to own the full lifecycle of enterprise Atlassian environments (Jira, Confluence, Jira Service Management, and related tools) for federal and commercial customers. This role combines deep technical administration, large-scale migration experience (Data Center → Cloud or Cloud → Cloud), governance, and strategic roadmap planning in mission-critical environments. 

Key Responsibilities   

 

Migration & Transformation Leadership  

  • Support and lead enterprise-level migrations from Atlassian Data Center/Server to Atlassian Cloud (Standard, Premium, or Enterprise) or between cloud tenants.  
  • Support configuration assessments, app rationalization, data migration (using Atlassian Cloud Migration Assistant, Site Import, CSV, and third-party tools), and cutover planning with zero or near-zero downtime.  
  • Support complex migrations involving thousands of users, hundreds of projects/spaces, and custom integrations. 

Enterprise Administration & Optimization  

  • Serve as a system administrator for Jira Software, Jira Service Management, Confluence, Bitbucket, and Crowd/Bamboo (as needed).  
  • Design and enforce global permission schemes, workflows, custom fields, automation rules, and add-on governance.  
  • Implement and maintain SSO (SAML/OIDC), SCIM provisioning, and integration with identity providers (Azure AD, Okta, Ping, etc.).  
  • Optimize performance, storage, indexing, and archiving strategies. 

Architecture & Integrations  

  • Architect scalable, secure Atlassian solutions aligned with DevOps, ITSM, and Agile-at-scale best practices.  
  • Integrate Atlassian tools with CI/CD pipelines, code quality tools, Slack/Teams, ServiceNow, and other enterprise platforms.  
  • Drive adoption of Advanced Roadmaps, Jira Align, Compass, and Atlassian Guard where applicable. 

Governance, Compliance & Roadmap  

  • Establish and enforce Atlassian governance standards, audit logging, and compliance controls (FISMA, FedRAMP, HIPAA, SOC 2, etc., as required).  
  • Develop and maintain 2–3 year Atlassian product roadmaps and licensing strategies.  
  • Mentor junior administrators and provide knowledge transfer to customer teams. 

Required Skills & Experience   

  • 5+ years hands-on Atlassian administration experience.  
  • Proven experience with at least two full Data Center → Cloud migrations (or large Cloud-to-Cloud moves) with 1,000+ users.  
  • Expert-level knowledge of Jira (Software & Service Management), Confluence; strong working knowledge of Crowd and common marketplace apps (ScriptRunner, Tempo, EazyBI, BigPicture, etc.).  
  • Proficiency with migration tools (Atlassian Cloud Migration Assistant, Configuration Manager for Jira, etc.).  
  • Strong scripting/automation skills (Groovy, Python, Bash, REST APIs).  
  • Experience with enterprise identity integration (SAML, OIDC, SCIM).  

 

Preferred Qualifications   

  • Atlassian certifications (ACP-120 Cloud Migration, ACP-420 Managing Jira Cloud Projects, ACP-620 Jira Administrator, etc.).  
  • Experience in federal or highly regulated environments.  
  • Familiarity with Infrastructure-as-Code (Terraform/Ansible) for Atlassian deployments.  
  • Prior exposure to Jira Align, Atlassian Guard, or Compass.

  • Must have resided in the United States for at least 3 of the last 5 years   
  • Ability to work in a hybrid model
