Clean Power Alliance (CPA) is Southern California’s locally operated not-for-profit default electricity provider for 38 communities within Los Angeles and Ventura counties and the 4th largest electricity provider in the State of California. We provide clean renewable energy at competitive rates to over three million residents and businesses through approximately one million customer accounts. 

What You’ll Do 

CPA is seeking a motivated, highly organized, and detail-oriented Senior Analyst, Rates and Tariffs to develop, maintain and utilize CPA's cost of service and rate models to evaluate the financial, competitiveness, and customer impacts of rate design and rate setting options. This position will also conduct ad hoc analyses to support financial planning and forecasting, customer program design and evaluation, and complex customer bill analysis.   

Who You’ll Work With 

The Senior Analyst reports to the Director, Rates & Tariffs. You will work closely with the Rates & Strategy, Finance, Power Supply, and Customer Programs teams.

Requirements
  • Excellent verbal and written communication skills with the ability to translate complex technical information into non-technical messages for stakeholders. Experience and comfort presenting information to colleagues and external consultants.   
  • Excellent organizational, scheduling, time management skills, and attention to detail.   
  • Ability to work independently on projects and fully own tasks and processes, including structuring analyses and identifying options to address complex problems.    
  • Ability to act with integrity, professionalism, and confidentiality.    
  • Ability to handle multiple priorities to meet deadlines and escalate key issues.  
  • Works well with diverse teams and consultants and is highly collaborative.  
  • Highly proficient with Microsoft Office Suite with expert level proficiency with Microsoft Excel.  
  • Experience working with large data sets.  
  • Basic understanding of the electric utility business model, RTO/ISO energy markets, renewable energy credits (RECs), resource adequacy, and/or power purchase agreements.  
  • Experience working in electric utility, Community Choice Aggregation, or cleantech industries is preferred. 
  • Strong project management skills.   
  • Experience with SQL, Snowflake, data analysis tools such as R, Python and SAS, cloud computing environments, such as AWS or Azure, and data visualization tools or related software such as Tableau or PowerBI is a plus.  

Duties and Responsibilities 

  • Cost-of-Service Modeling and Rate Setting: Responsible for managing, maintaining, and providing analytical support for the development and enhancement of CPA’s Cost-of-Service and Rate models, providing key insights into cost drivers and impacts to customer rates. Responsible for developing, enhancing, and implementing quality control processes to ensure the accuracy and reliability of cost-of-service inputs and outputs. Responsible for identifying discrepancies and areas for improvement in modeling and rate setting methodologies and data sources and performing updates to the rate models as assigned. Work with internal stakeholders including but not limited to the Director, Rates & Tariffs, and Finance team to support CPAs annual rate setting process.   
  • Rate Forecasting:   Responsible for providing analytical support for the development and maintenance of short-term and long-term rate forecasts. Responsible for developing, enhancing, and implementing quality control processes to ensure the accuracy and reliability of forecast inputs and outputs. Responsible for identifying discrepancies and areas for improvement in forecasting methodologies and data sources and performing updates to the rate forecast as assigned. Responsible for researching, identifying, communicating, and documenting market prices, financial metrics and strategic objectives that impact CPA’s overall competitiveness. 
  • Rate Design: Responsible for maintaining, enhancing, and documenting rate setting tools and developing new analyses for rate and program design and evaluation. Responsible for performing analyses to support rate design and evaluation and customer program incentives.  
  • Customer Program Analysis: Responsible for supporting current and future customer programs by analyzing customer benefits and cost-effectiveness. Support team efforts to define, track, and report on program metrics both internally and externally.  
  • Customer Bill Analysis: Responsible for supporting Strategic Accounts and Customer Care teams by analyzing customer bills and energy usage data to perform bill and/or rate comparisons. Responsible for utilizing applications including but not limited to CRM, DernetSoft, and Tableau to gain insight on customer energy usage patterns and analyze billing data.  
  • Strategic Analysis: Responsible for performing strategic analysis to identify trends and anomalies that impact operations and strategy and communicating results and relevant information to senior leadership. Responsible for analyzing large datasets using innovative models and methodologies to derive actionable insights and deliver strategic recommendations to senior leadership. Build analytical and operational capabilities by modeling best practices and collaborative problem solving. Work in close collaboration with the Data and Systems, Customer Programs, Strategic Accounts, Finance and Customer Care teams to analyze data. 
  • Strategic Planning: Support CPA’s annual operational goal setting and strategic planning processes.  Maintain templates for capturing and tracking departmental goals. Analyze and summarize quarterly progress and outcomes. Facilitate communication and coordination on cross-departmental planning. Conduct research on industry, market and customer trends to inform strategic planning, policy, and decision-making processes.  
  • Continuous Improvement: Create, enhance, document, and manage continuous improvement initiatives across all rates and tariffs processes. Responsible for identifying opportunities for improvement, proposing solutions to senior leadership, and leading the implementation of new tools, automation, and reporting frameworks that enable the team to scale and improve rates and tariffs efforts.  
  • Cross-Departmental and Vendor Collaboration: Work with internal teams including but not limited to Data and Systems, Power Supply, Customer Care, and Finance to understand data environments and build out processes required to support reporting. Collaborate with internal staff and vendors to ensure consistency and accuracy of data reporting to support these efforts.  
  • Reporting & Stakeholder Communication: Responsible for creating, validating, and enhancing standardized reports for key stakeholders.  Responsible for developing, testing, enhancing, and running queries to provide accurate and timely data to support rates and tariffs processes. 
  • Project Coordination: Support diverse special projects as needed, from planning stage through close-out, including managing consultants and contracts, developing and adhering to budgets, and facilitating cross-functional teams. 
  • Performs other duties as assigned.

Qualifications 

  • Candidates must have a bachelor’s degree  
  • Degree in economics, business administration, finance or related fields 
  • A minimum of 5 years of experience in progressively complex quantitative business and strategic analytics required 
  • Experience in utility ratemaking and cost of service analysis required  
  • Experience with economic modelling and/or general energy modelling required 


Work Location 

This position is eligible for either Hybrid or Remote options. The Hybrid option requires 2-3 assigned full-time days in the Downtown Los Angeles office and includes a transportation allowance. The Remote & Hybrid options require full-time in-person attendance at organization or team-wide events 3 times per year for 3-5 days per event. All staff are required to work during CPA’s office hours Monday-Friday 8:30am-5:30pm PST.       


Benefits

The salary range for this position is $115,838- $173,757, with exact compensation to be determined by Clean Power Alliance, dependent on experience. Benefits include health care, a 401(k)-like match program, paid vacation, and sick leave. This is not a civil service position; however, all CPA employees are required to submit a Statement of Economic Interests form, also known as the Form 700.
