Description of Work

The Recruitment Coordinator (Anticipated Vacancy) manages full‑cycle hiring and salary administration for DOI, ensuring effective recruitment, equitable salary decisions, and compliance with state and agency policies. The role also serves as backup for assigned HR functions such as classification/compensation, benefits, and training. Additionally, the position provides Workday administration and supports onboarding.
Minimum Education and Experience
Associate's degree, typically in Human Resources or relevant field from an appropriately accredited institution and 1 year of experience required; or 2 years of progressive experience in Human Resources; or equivalent combination or education and experience.

Knowledge Skills and Abilities/Management Preferences

This position currently qualifies for a hybrid telework option with routine office and up to one remote workday per week. The NC Department of Insurance trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

Serving as a talent acquisition and salary administration specialist for the Department of Insurance (DOI). This role manages the full recruitment lifecycle, including posting positions, screening applicants, identifying highly qualified candidates, coordinating temporary staffing, advising hiring managers, and works along other members of the HR team to ensure all processes meet policy and DOI process requirements. The position also administers the Workday system and supports managers in effective system use. Another key responsibility includes salary administration for new hires, requiring strong knowledge of OSHR guidelines, funding sources, salary reserves, competencies, and internal equity. Additional duties include conducting new employee orientation and managing the full employment timely submission of all documentation.

Effective July 1, 2025, candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed from the class specification. The knowledge, skills, and abilities listed in the vacancy announcement should be used as management preferences and be used to screen for the most qualified pool of applicants.
