We're looking for a Proposal Manager to help grow our Public Sector practice by leading the development of compelling, compliant proposals for federal, state, and local government opportunities. This role is ideal for someone who thrives in a collaborative environment, enjoys bringing structure to complex pursuits, and understands what it takes to produce winning government proposals.

What You'll Do

As Proposal Manager, you'll own the proposal process from kickoff through submission, ensuring every response is well-organized, compliant, and tells a compelling story about Forum One's capabilities and experience.

You'll partner closely with business development, delivery leaders, product teams, and subject matter experts to:

  • Lead the development and submission of proposals for federal, state, and local government opportunities, including RFPs, RFQs, Task Orders, and IDIQ responses.
  • Analyze solicitations, develop proposal schedules, compliance matrices, and content plans, and keep proposal teams aligned throughout the process.
  • Write and edit proposal content, including management approaches, staffing plans, past performance, corporate experience, and other non-technical sections.
  • Ensure proposals clearly communicate Forum One's strengths, differentiators, and mission-driven approach while meeting all solicitation requirements.
  • Coordinate proposal reviews, production, and final submission to deliver polished, high-quality proposals on time.
  • Maintain proposal templates, content libraries, resumes, and past performance materials to improve efficiency and consistency across pursuits.
  • Support opportunity qualification, competitive research, and proposal process improvements that strengthen our public sector growth strategy.
What You'll Bring 

We're looking for someone who combines exceptional proposal leadership, strategic thinking, and outstanding writing skills with a collaborative mindset and a passion for helping government and mission-driven organizations make a greater impact.

You should have:
  • Bachelor's degree in Business, Technology, Communications, or a related field.
  • Six or more years of experience managing proposals for federal government agencies; experience supporting state and local government proposals is a plus.
  • Proven success leading the full proposal lifecycle for complex federal pursuits, from kickoff through submission.
  • Strong knowledge of federal procurement processes, including proposal compliance, evaluation criteria, and government contracting best practices.
  • Experience leading cross-functional proposal teams and managing multiple concurrent deadlines in a fast-paced environment.
  • Exceptional writing, editing, organizational, and project management skills, with a strong attention to detail.
  • Working knowledge of the Federal Acquisition Regulation (FAR) and the federal contracting environment.
  • Experience in a consulting, digital services, or professional services organization serving government clients is strongly preferred.

Forum One is committed to providing fair and competitive compensation. The target base salary range for this position is $97,000–$148,000 annually. Where an offer falls within this range will depend on factors such as your experience, skills, qualifications, certifications, security clearances, and the responsibilities of the role. This salary range is subject to change and may be updated as needed.
